Duties

Help
  • Provides extensive cartographical expertise to support assigned Global Information System-GIS projects through application of professional knowledge and skill in cartographical practices, processes, and techniques.
  • Provides support to base GIS users by installation, troubleshooting, and maintenance of base GIS software and specialized hardware.
  • Oversees a variety of GIS related programs and Data Steward Programs.
  • Performs as GIS subject matter expert for purchase of GIS related materials; order of GIS related software and supplies.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1370, Cartography Series. Basic Requirement: Option A: Have a Degree in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
Or, Option B: Have a combination of education and experience, -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. (Occupations in which experience may have been gained include Cartography, GS-1370; Geography, GS-150; Civil Engineering, GS-810; General Physical Science, GS-1301; Geodesy, GS-1372; and Land Surveying, GS-1373.) And, in addition to meeting the Basic Requirement, you must meet the Specialized Experience/Education requirements: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes; Knowledge of geospatial concepts, theories, principles to include geography, cartography, geometry, geodesy, photogrammetry, remote sensing, and their applications to geospatial practices, operations and analysis. Knowledge on the theory in and applied use of: Geographic Information Systems (GIS), Light Detection and Ranging (LiDAR), Computer-Aided Drafting and Design (CADD), Building Information Modeling (BIM), Global Positioning Systems (GPS), High Definition Surveying (HDS) and other technology capabilities relevant to mapping, drafting and surveying disciplines. Knowledge of DoD, USAF and MAJCOM/FOA installation mapping and facilities record management concepts and principles including CONOPS, data architecture, program goals. Knowledge on how to apply these concepts and capabilities to manage military installations and their facilities.
OR, EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
OR, COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled. NOTE: You must submit a copy of your transcript.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Professional knowledge of concepts, principles, and theories of cartography, land surveying and remote sensing methods and technologies and how they contribute to the development and maintenance of a functional geographic information system.
  2. Knowledge of principles, methods and practices for integrating GIS components sufficient to plan, coordinate and administer GIS computer systems and optimize GIS performance.
  3. Knowledge of applicable Geobase processes, applicable regulations, and other guidance to make decisions and recommendations concerning operation and maintenance of the Base digital mapping system, and integration principles and practices into the base system.
  4. Knowledge of GIS operating systems, associated devices and the interoperability of systems sufficient to install, upgrade, troubleshoot, test and maintain those systems, to optimize the functionality and performance of systems, and to ensure the availability, integrity, efficiency and reliability of servers.
  5. Ability to analyze planning problems, identify and define goals and objectives, organize and coordinate GIS activities at/between several organizational levels.
  6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
