Duties

Help

As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-9, you will support the DMC with the planning and execution of unit movements, and management of military convoys for all services moving within or passing through the state; provide assistance in reviewing and validating Unit Movement Plans (UMP) and Unit Movement Data (UMD) prior to submission to Forces Command (FORSCOM); coordinate with the various State Departments of Transportation (DOT) to determine highway availability, restrictions, and permit requirements; provide official estimates of post mobilization transportation capabilities and requirements and disseminates information to appropriate military commands; collect, evaluate, and monitor information necessary to modify the Strategic and State Highway Network Database to meet DOD movement requirements; review records on the location and type of military, state, and federal transportation assets within the state; represent the DMC as the alternate representative to the State Emergency Highway Traffic Regulation (EHTR) Center when activated; assist the DMC in day to day management of the General Services Administration (GSA) Vehicle Fleet as well as assigned Transportation Motor Pool (TMP) assets; assist the DMC in maintaining, inspecting, and verifying serviceability of Army containers; present instruction and assists in training Intermediate Command Unit Movement Officers (IC-UMO's) and Unit Movement Officers; conduct visits to active and reserve component installations to coordinate mobilizations, annual trainings, and unit load plans; accomplish the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA); perform other duties assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Required to travel within and around the state. Travel will require incumbent to Remain-Over-Night (RON) to accomplish mission.
  • Must complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
  • Must complete Hazmat Certification and Radiation Safety Training within six months of employment and recertify every two (2) years.

Compatible Military Assignments: Enlisted: 25B, 36B, 51C, 88M, 88N, 89A, 89B, 92A, 92F, 92Y

Minimum Requirements: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.

Substitution of Education for Specialized Experience: Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. Education -Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
