The CFO is a change leader who will prepare the agency to continue to deliver on its mission by successfully completing the agency's migration to a shared service platform, achieving a successful financial audit, and developing the capabilities of the department to provide superior execution and customer service.
Oversees all financial management activities relating to the programs and operations of CNCS.
Leads the development and implementation of both long- and short-range financial performance plans and reports covering CNCS program activities, goals and objectives. Sets goals, defines performance measures and drives accountability.
Establishes policies and procedures to govern accounting, financial management, budget formulation and execution, the award and management of appropriated grant funding and national service positions, gift fund authority, Interagency Agreements, and procurement.
Attracts, leads, inspires, and coaches a team of high caliber professionals, creating succession to key roles and enhancing CFO management capabilities.
Provides exceptional customer service to external stakeholders such as the Office of Management and Budget as well as internal agency colleagues in the Departments of the Chief Executive Officer, Chief of Program Operations, and Chief Operating Officer.
Provides direction to the various entities within CNCS with respect to their financial management responsibility.
Provides leadership that ensures the effective operation of the budget process, proper utilization of and accounting for CNCS resources, up-to-date information on the status of award funds, and the development and use of sound and efficient financial management practices.
Advises and is accountable for agency financial management including the availability of appropriations, apportionment and allocation of Federal program funds, audit issues, financial management initiatives, and matters that could affect the financial resources of CNCS.
Advises the Chief Operating Officer and the Chief Executive Officer, and other senior management on financial, budgetary, federal award-making, and procurement management issues.
Represents the CEO before Congressional hearings on financial management related matters.
Develops and maintains an integrated accounting, financial, budgetary and procurement management system for all matters including financial reporting internal controls and apportionment.
Establishes policies and standards to govern the maintenance and operation of all systems, including related accounting transaction systems; internal control systems; financial reporting systems, credit, cash, and debt management systems.
Ensures that all agency finance-related systems are effective and comply with requirements of law and regulation.
Ensures CNCS financial systems meet the standards of other parts of the Executive Branch including the U.S. Department of Treasury, the Office of Management and Budget (OMB), the Government Accountability Office (GAO), Congress and the public.
Develops and maintains joint financial management systems with other Federal agencies necessary to carry out CNCS programs consistent with legislative intent.
Serves as CNCS's principal lead for all financial audit issues and findings. Works with the Inspector General, the GAO, and contracted auditors to address and resolve material weaknesses and reportable conditions.
Serves as an executive contact for the agency with OMB and U.S. Department of Treasury.
Works closely with leadership to ensure that politically sensitive or controversial issues are appropriately addressed, and communication is maintained.
A 2-year probationary period is required for new Federal employees and new supervisors

Qualifications
Basic Job Requirements:
As a basic requirement, your resume must clearly demonstrate progressively responsible leadership experience that validates executive level managerial capabilities in a job or combination of functions directly related to this position. Typically, experience of this nature will have been gained at, or above, the GS-15 level in the Federal service or the NX-01 pay band at CNCS. In addition, you should have a broad range of progressively responsible experience providing leadership, direction, long-term planning and coordination of an agency's or organization's finances, accounting, budget, financial systems, and procurement programs and operations that is directly related to the skills and abilities outlined under the Technical Qualification (TQ) and Executive Core Qualifications (ECQ's) identified below. TQ 1: Demonstrated knowledge of, and experience with a full range of financial management functions and responsibilities, including budget development and execution of billion-dollar budgets, accounting principles and reporting, measuring organizational performance, operation of financial and related systems to support processes, federal procurement practices and policies, operation in a shared service environment, and internal controls.
TQ 2: Demonstrated ability to build sustainable relationships with top-level decision-makers to drive data-driven financial decisions that achieve short-and-long term enterprise-wide goals and initiatives.
TQ 3: Ability to effectively communicate complex and technical financial, budgetary, financial systems and procurement issues and information to audiences such as executives, Administration officials, Congressional staff and stakeholder groups.

Additional information
All CNCS positions are in the excepted service and our compensation system is based outside of the General Schedule system. The Chief Financial Officer position is classified within our executive pay-band and is equivalent to an SES level position. As a result, we look to the executive core qualifications, similar to what is used in the Office of Personnel Management's (OPM) Executive Core Qualifications, to help us make this selection. However, to be clear, this is not an SES-position.
