The Office of Inspector General (OIG) is an independent component of the U.S. Department of State (DOS) and the United States Agency for Global Media (USAGM). The OIG arranges, directs, and conducts inspections, investigations, audits, and special inquiries in offices, bureaus, missions, and overseas posts of DOS and USAGM. It conducts independent assessments of how effectively U.S. foreign policy is being implemented and how the interests of the United States are being represented overseas.

Duties

Help

The senior advisor and Program Manager to the Executive Director, under the supervision of the Executive Director, manages and directs the formulation and publication of OIG Executive Office (EX) policy; manages projects as assigned, including data visualization and operational ‘dashboards’ (using programs like Tableau and Power B.I.) etc; advises and works closely with the Executive Director in establishing the operational, performance, and administrative goals and objectives of the offices, the progress in accomplishing these goals and objectives as well as advising the Executive Director on human capital, technical, information technology, and financial resources to carry out the programs of the Office; advises and works with the Executive Director in responding to recommendations provided by the Office of Enterprise Risk Management pertinent to the Executive Office, as well as monitoring the progress in addressing recommendations, metrics, tactics and organizational performance goals for the Executive Office. Manages the strategic planning and reporting for EX. Participates fully in planning and carrying out EX program development, implementation, and evaluation functions of the office including: 1) developing new programs and enhancing existing programs to improve effectiveness to adapt to changing office needs; 2) initiating and revising EX policies, procedures, and guidance that increases the effectiveness and/or efficiency of the EX; 3) reviewing and evaluating existing EX programs for overall effectiveness; and, 4) preparing comprehensive reports and/or recommendations to improve overall EX and OIG employee performance.

Agency Policies: Incumbent conducts office-wide studies of administrative, financial, personnel policies, programs, and practices. Plans, initiates, and conducts surveys and data calls to determine program effectiveness. Reports findings, proposes corrective actions, and/or makes appropriate recommendations for changes in policies, procedures and techniques. Reviews interim and proposed regulations to determine their applicability to OIG policies and procedures. Recommends agency comments and drafts new or revised policies and/or procedures, as required.

Office of Enterprise Risk Management Liaison: Incumbent develops and recommends appropriate actions in response to the Office of Enterprise Risk Management (ERM) recommendations. The incumbent serves as lead EX representative in overseeing, implementing, and monitoring progress, as appropriate, keeping the Executive Director and Deputy Executive Director informed.

The incumbent works closely with the Executive Director in establishing ERM and other performance goals and objectives of the office, tracks the progress in accomplishing the goals and objectives, and communicates progress to both the OIG ERM office and OIG leadership. Conducts and directs research and analysis on government-wide initiatives that have a direct effect and impact on the services of the Executive Office. Ensures that all organizational goals and objectives are aligned with those of the OIG and Department of State, as appropriate.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

Experience creating, maintaining, reviewing, and revising policies, programs, and practices that affect the administrative management of an office. Such experience must have prepared the applicant in the effective management of a ‘business line’ function of one or more of the following areas (budget, human resources, information technology, grants policy, facilities, operational controls and compliance) in order to implement the vision, mission and goals of an organization. Experience should include: assisting in the establishment of organizational structure, effectively communicating with senior level officials orally and in writing, ability to interpret regulations on a wide variety of EX functions, and experience responding to, and monitoring responses to, recommendations made to improve organizational performance.

There is no substitute of education for specialized experience for the GS-14 position.
