As a Supervisory General Attorney (Program Manager), GS-0905-15, you will be responsible for:
•     Provide leadership and guidance in support of the civil rights compliance and enforcement program at a regional office for a geographic region composed of one or more states over which the regional office has jurisdiction to further the mission of the Department and OCR. 
•     Under the direction of the Regional Office Director, assist with the management of the regional office's enforcement program which ensures civil rights compliance by recipients of Federal funds through the conduct of compliant investigations, proactive compliant activities and technical assistance.
•     Make civil rights compliance determinations and ensures that complaints and proactive enforcement activities are processed in accordance with the Assistant Secretary's directives, regulations, policies, case law, and conform to established case-processing procedures. 
•     Provide professional leadership and guidance to the office in planning, developing, and executing program objectives.
•     Serve as a nationally recognized legal authority on civil rights laws, regulations, and procedures. Possesses expert and on-going knowledge of current and emerging civil rights issues on a national level.

Qualifications

Minimum Qualification Requirements

A. Has obtained the first professional law degree or training which is permitted in some states in lieu of attendance at the law school AND

B. Is an active member in good standing in the Bar of a State, Territory of the United States, the District of Columbia, or Commonwealth of Puerto Rico. 

AND

Specialized Experience for the GS-15

One year of experience equivalent to the GS-14 performing all three (3) of the following duties or work assignments:
1.    Experience with federal or state civil rights law, administrative law, or comparable complex bodies of statutory and regulatory law.
2.    Experience supervising multiple attorneys and investigators in investigating and resolving complaints using sound investigative techniques.
3.    Experience implementing organizational management principles and techniques as applied to administrative, budget, and personnel matters.

Telework: This position is telework eligible. At the discretion of the supervisor, generally employees may be authorized to telework one day per week if they are on regular 8-hour work schedule.  Teleworkers may participate in some Alternative Work Schedules (AWS) in combination with a Telework Agreement. However, all employees must work from the official worksite location a minimum of four (4) days per work week.  

Bargaining Unit: This position is not included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. We may make additional selections from this vacancy announcement within 90 days from the date the selection certificates are issued, should vacancies occur. We may also share selection certificates amongst program offices across the agency.
