The U.S. Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 3 position. The minimum pay for this position is $170,800. Pay is set based on consideration of the selectee's current salary and other factors.

As Assistant Director, Communications and Public Relations, the incumbent is responsible for developing communications strategies targeted to a wide range of audiences including the Administration; Congress; the media; various federal, state, and local government agencies; the public, the BLM Director, the Secretary of the Interior, and BLM employees. The incumbent develops policies and provides strategic direction and oversight in the areas of public affairs, legislative affairs, regulatory affairs, correspondence, international affairs, and citizen advisory committees. The Assistant Director is responsible for the development and planning of strategic communications and outreach that will integrate, streamline, and enhance the broad range of communications programs and activities. The incumbent assures that strategic goals, directions, and communications are coordinated and managed to support and enhance public understanding and recognition of BLM's multiple-use mission. The Assistant Director provides executive leadership to the development, planning, and implementation of the full span of BLM communication strategies, practices, and initiatives to assure BLM's mission is effectively produced and delivered. 

As a member of the Bureau executive leadership team consisting of the Bureau Director, Deputy Director, Assistant Directors, and the State Directors, ensures consistency of policy direction and management through coordination, communication, and collaboration within the Bureau, the Department, among other Federal, State, and local agencies, private industry, environmental communities, academia, media, tribal governments, and other appropriate parties. The incumbent leads sponsorship of, or represents Interior or the BLM at conferences, meetings, workshops, and training sessions related to special areas.

The Assistant Director provides program direction to promote teamwork, creativity, innovation, and closer ties to customers and creative approaches to problem resolution. Program direction consists of various management functions essential to the support of the Bureau's goals and strategic objectives which include: preparation and management of the operating budget; personnel management; and equal employment opportunity in the fullest context for the effective utilization of human resources; management analysis to improve operating practices and procedures; safety; employee development; accounting and financial operations; procurement and contracting of supplies and services; management of personal and real property; and other miscellaneous functions.

This is a Category 3 position.  The minimum pay for this position is $170,800.  This position is only eligible for situational telework.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed above. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required narrative statements for the technical and Executive Core Qualifications described in this vacancy.

As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

Additional information

The applicant selected for this position will be required to file a Financial Disclosure Report, SF-278, and the supplemental form, Confidential Statement of Employment and Financial Interest, DI-278.  All forms must be filed within 30 days after the selection for this position

The sensitivity level of the position requires completion of a successful background investigation of the selectee.  Prior to appointment, all applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use.

Senior Executive Service Probationary Period: If you are selected for this position, you will be required to serve a one year SES probationary period, if one has not previously been completed. Before entering on duty, you will be required to complete a Confidential Financial Disclosure Report, SF-278. You will need to provide the information annually.

THIS IS A DRUG TESTING DESIGNATED POSITION.
