Summary

This position is in the FMCS Division of Agency Initiatives, reporting directly to the Director of FMCS.

As the Executive Ombudsman you will provide technical leadership and direction for the FMCS internal ombuds program that will promote the FMCS high standards of excellence, reinforce a culture of ethics, integrity, and professional responsibility. You will also promote the use of ombuds services to FMCS stakeholders and provide ombuds services to other federal agencies.

Duties

Help

  • Establishes the necessary programmatic framework, policies, procedures, and guidelines to ensure that the office provides a confidential, neutral, independent, and informal resource for preventing, addressing, and facilitating resolution of workplace conflict;
  • Serves as an expert advisor to the Director of FMCS regarding the ongoing development and implementation of the ombuds service;
  • Works with FMCS senior leadership and other key stakeholders to set direction and establish policy in carrying out the internal ombuds program and promoting ombuds services to FMCS stakeholders;
  • Provides a discreet and confidential environment to receive complaints, exchange thoughts, answer questions, and address workplace issues, problems, concerns, and conflicts;
  • Provides options to avoid and resolve workplace conflicts and issues informally by ensuring that parties are knowledgeable and understand the full range of available resources;
  • Exercises discretion when accepting or declining to handle complaints or questions;
  • Serves as a confidential, neutral, independent source for all agency employees including managers and leadership as well as staff;
  • Serves as an advocate for fair processes, though not as an advocate for the staff, management, or leadership;
  • Provides mechanisms that facilitate early problem resolutions to avoid and/or minimize the escalation of conflict;
  • Reviews, analyzes and assesses all sides of an issue in an informed, unbiased fashion;
  • Reviews, analyzes, evaluates and discusses issues to understand the context and perspectives of all involved parties; and examines options for resolution;
  • Participates in organizational learning and development by facilitating and coordinating information and communication that promotes and examines issues, people and processes that identify and encourage the resolution of problems;
  • Draws inferences, outlines options, and makes recommendations having widespread implications throughout FMCS and other stakeholders receiving FMCS ombuds services;
  • Prepares quarterly, annual, and ad hoc reports on issues and trends for the FMCS Director, and other Agency heads who have contracted for ombuds services.

To qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the Federal service performing the following tasks on a regular and recurring basis:

1. Provides guidance and advice to senior leadership regarding complex and sensitive workplace issues and promotes a fair and open atmosphere for resolution;
2. Develops and analyzes aggregate metrics on workplace issues and trends, and prepares reports for senior leadership and other agency heads;
3. Establishes policy in carrying out the internal ombuds program and promoting ombuds services to FMCS stakeholders; and
4. Recommends ways to use organizational resources to modify issues that generate and contribute to problems, having major implications on the agency and other stakeholders receiving ombuds services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:

  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 03/12/2020.
