Duties

One or more positions may be filled.

You will:

  • Independently make determinations of employee and non-federal personnel suitability, fitness, eligibility for a Personal Identity Verification (PIV) card as well as for access to hold a sensitive position or hold a security clearance.
  • Identify and document derogatory information developed during the course of the investigation, conduct appropriate follow-up, and draft necessary Letter of Inquiry, and Statement of Reasons (SOR) that apply to the appropriate adjudicative standards and guidelines.
  • Review requests for security clearances to ensure the justification meets the standards for access to classified information and review completed investigations to ensure compliance with federal standards.
  • Interact with external partner agencies, such as Department of Defense and Office of the Director of National Intelligence (ODNI), to ensure adjudicative determinations meet appropriate federal criteria and to record adjudicative determinations in agency systems as required.
  • Advise stakeholders on personnel security policies and related matters and the impact of personnel security requirements on organizational missions and recommend development of guidelines, procedures, and other materials for use of stakeholders.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Defense Counterintelligence and Security Agency (DCSA), you must undergo a background investigation.

You will be required to obtain and maintain a top-secret security clearance.

Qualifications

You do not need a degree to qualify for this position.

Subject matter experts will evaluate the first three pages of your resume. You must have at least a year of full-time experience demonstrating accomplishment of the duties and competencies described below:

  • Personnel and National Security Laws and Regulations: Apply laws and regulations that govern personal security and national security adjudications. Interpret and explain adjudicative recommendations to appropriate stakeholders.
  • Analytical Ability: Compare information against suitability and national security criteria. Extract and analyze information and data from multiple sources to make correct inferences or draw accurate conclusions. Identify patterns of behavior or correlations.
  • Oral Communication: Develop and deliver briefings regarding personnel and national security matters. Collaborate with team members and other personnel security specialists.
  • Written Communication: Develop sound and detailed adjudicative documentation (e.g. Statements of Reasons, Standard Operating Procedures, Letters of Inquiry or equivalent) and other communication materials utilized in the adjudication process.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

You are being evaluated under the category rating method which means, if you are determined to be qualified, you will be placed into the ‘Best Qualified’, ‘Well Qualified’, or ‘Qualified’ category by Subject Matter Experts (SME) based on your knowledge and experience to the required competencies of this position. If you misrepresent your knowledge and experience in your application package, you will be excluded from consideration for this job.

Resume Review: The first three (3) pages of your resume are reviewed to determine if you meet the basic qualification requirements of this position.  Your resume must address the competencies listed in the Qualifications section.  If you meet basic qualification requirements, you will be invited to complete the practical assessment. 

NOTE:  We do not require a separate statement responding to the competencies, also referred to as Knowledges, Skills, and Abilities (KSAs).  However, your resume should clearly show possession of these competencies.

Written Practical Assessment: You will have 1-hour to complete a written practical assessment that is used to measure your depth of knowledge in relation to the required competencies for the position. This assessment is scored, and if you meet the qualifying score, you will have at least one qualifying phone interview with a SME.

Structured Phone Interview: You will meet with at least one SME to complete the structured phone interview. You're responses to the interview questions are scored to further assess whether your experience meets the required competencies for this position

Ranking and Referral: Veteran Preference will be applied to applicants who move forward after the qualifying phone interviews. The “Best Qualified” applicants will be issued to the Selecting Official by the Human Resources Office. Veteran preference eligibles are listed ahead of non-preference eligibles within each quality category. Based upon your category and score, you may be referred to the selecting official. If you are referred for consideration, you may be subject to additional assessments.
