    The Office of Inspector General is responsible for conducting audits, inspections, evaluations and investigations of the programs and operations of the Department of State and the U.S. Agency for Global Media (USAGM) and recommending polices that promote economy and efficiency in the administration of and prevent and detect fraud and abuse.

    This position is in the Office of Inspector General Executive Office, Operation Controls and Compliance (OIG/EX/OCC). OCC performs formal assessments of the internal controls over the administrative and financial processes managed by the Office of the Executive Director (EX). OCC also performs ad hoc reviews and special projects for the OIG offices and the OIG-wide activities, such as time and attendance reviews, coordinating the annual Statement of Assurance submission, developing and referencing data tables for the Semiannual Reports to Congress, producing performance metrics, monthly open and closed recommendations for the Department and USAGM, as well as the OIG public website, monthly recommendation aging reports to assist OIG Compliance staff with compliance analysis, and responding to ad hoc data calls. Much of the OCC work products are generated from data residing in the OIG’s integrated management information system (MIS). The MIS is a critical tool that allows the OIG to assess risk, plan, perform and document audits inspections and evaluations, monitor, and report on the status of recommendations, and measure results for specific strategic goals.

    The incumbent performs complex analyses and evaluations of information system technologies, business applications, methodologies, controls and strategies, policies and procedures, management practices, and business process workflows, as they relate to the core business applications software (currently TeamMate Suite), associated computer systems infrastructure, and peripheral software used to support custom reporting. Assignments include participating in analyzing and making determinations regarding the planning, designing, developing, acquiring, documenting, testing, implementing, integrating, maintaining or modifying IT software systems and related infrastructure within and/or as it relates to OIG-wide information needs.

    • Provides end-user technical support. Develops and implements solutions, researching and consulting with OIG/EX/IT, federal users group, and vendor. Communicates significant systemic issues or security deficiencies to management. Recommends and implements corrective solutions. Minimizes operational risks by identifying systemic issues and publishing solutions to centrally available support sites.
    • Documents user requirements and develops/documents custom database reports using variety of reporting tools such as PowerBI, Tableau, SQL, Access, Excel, etc. Automates report production and delivery, where possible.
      Contributes to and/or maintains resource SharePoint site. Publishes MIS guidance and provide technical support for other SharePoint sites. Performs limited scope reviews, typically involving data analysis or data analytics.
    • Manages projects such as version upgrades, system/data design modifications, data adjustments and/or imports, implementing new modules and/or system function such as database partitions, etc
    • Develops and delivers OIG training courses on the appropriate use of core and related business applications software.

    Assumes additional responsibilities on projects outside of assigned areas and provides technical assistance as required. For example, occasionally, employee may be required to plan and perform compliance reviews (e.g. asset management, purchase card, and time and attendance, etc.), draft reports of findings and offer recommendations for improvements. Further, employee may be required to special studies of the administrative management aspects of sensitive situations identified by OIG or prior surveys and studies. He/she gathers facts and analyzes results relevant to the specific issues he /she has been assigned to investigate and collaborates with other appropriate offices in gathering and analyzing facts and data.
