Monster Government Solutions (MGS) will be performing scheduled maintenance between Friday, March 13th at 12:01 a.m. ET and Friday, March 13th at 6:00 a.m. ET; Saturday, March 14th at 12:01 a.m. ET and Sunday, March 15th at 6:00 p.m. ET. You may not be able to complete the application process during this time.

As a Lead IT Specialist (Applications Software), you will perform the following duties:

  • Serve as the Team Lead for the Onboarding Team in the Implementation and Data Services Branch (IDSB) to include: managing all projects and the workload of the team members, while providing support and feedback to the IDSB Chief.
  • Analyze, integrate, optimize, test, troubleshoot and implement software applications in a virtualized Linux environment on the Integrated Dissemination Program (IDP) platform.
  • Lead projects to implement applications on IDP, including coordination with development groups, development of project plans and schedules, supervision of testing and implementation, enforcement of standards, and communication with user base and stakeholders.
  • Troubleshoot issues with IDP applications and systems during business hours and off-hours, and communicating the resolution of these issues with the appropriate team leads and branch chiefs.

Qualifications

EDUCATION:   There is no positive education requirement for this position.

IT COMPETENCIES: For all positions, individuals must have IT‐related experience (which may be may be obtained by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate) demonstrating each of the four competencies listed below:

  1. Attention to Detail ‐ Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service ‐ Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-14 level:

SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience MUST include all of the following:

  • Reviewing, testing, installing, and monitoring new and enhanced software applications on a Linux computing system;
  • Leading projects to implement software applications on a Linux computing system; and
  • Leading troubleshooting efforts for software and hardware issues on a Linux computing system.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

CTAP applicants MUST submit the following documents:

  2. A copy of your SF-50 “Notification of Personnel Action” documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
