Duties

Help

  • Manages assigned grant competitions and plans and executes application reviews for grant and cooperative agreement, in collaboration with programs staff and in accordance with CNCS policies and procedures, and unit controls. Coordinates with appropriate CNCS program personnel to ensure that the goals for each review are achieved. Works with program staff on identified issues of concern.
  • Provides technical expertise, advice and guidance concerning the full range of grant reviews and selection processes and advises staff on all matters concerning competitive processes for grants and cooperative agreements in accordance with relevant federal laws and regulations, policies and practices.
  • Conducts periodic reviews and analysis of established grant making practices, procedures, policies and regulations related to the grant application review process to ensure they meet the requirements of the Office of Management and Budget (OMB) and other federal requirements, and to ensure adequacy, accuracy and appropriate implementation. Interprets findings and prepares documentation for management decisions and approvals on matters identified.
  • Develops and disseminates new policies, guidance, and procedures, and supports reforms, innovation and improvements to the agency grant application review process.
  • Identifies best practices in grant reviews and selection activities and develop strategies for introducing them agency-wide.
  • Designs, develops, and delivers training and presentations on CNCS grant application review and selection processes, requirements, and other related matters, including training for external and internal reviewers.
  • Ensures proper documentation through the grant application review process.
  • Responds to internal and external inquiries.
  • Participates in agency-wide teams, including serving as liaison to other departments in the agency, carries out or assists with special assignments, and performs other duties related to the position.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the high range of the NY-02 pay band, which would be at or equivalent to, the GS-09 level in the Federal Service. Specialized experience is that which has equipped the applicant with administering competitive grant application review processes for grants and cooperative agreements; managing grants; interpreting and applying federal laws and regulation, analyzing and developing policy and procedures; and providing training and technical assistance to applicants and grantees.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Education

Combining Education and Experience: When combining education with experience, first determine the applicant's total qualifying education as a percentage of the education required for the grade level; then determine the applicant's experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. For example, an applicant for a GS-184, Sociology, position has successfully completed 60 undergraduate semester hours, including 24 semester hours in sociology, and, in addition, has 2 full-time years of appropriate experience that demonstrates that the applicant possesses the necessary analytical and communication skills. The applicant would qualify for GS-5, since the 60 semester hours (the equivalent of 2 years of undergraduate education, or 50 percent of the total requirement) were supplemented by 2 additional years of appropriate experience that provided the remaining 50 percent of the total required education and experience.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Superior Academic Achievement: The superior academic achievement provision is applicable to all occupations covered by this standard. See the "General Policies and Instructions" for specific guidance on applying the superior academic achievement provision.

Graduate Education: Completion of graduate level education in the amounts shown in the table, in addition to meeting the basic requirements, is qualifying for positions at grades GS-7 through GS-11, and GS-12 research positions if it provided the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
