Duties

Help

In this position, you will serve as a Housing Management Assistant, responsible for broad on site management functions and administration of Coast Guard Housing facilities. You will facilitate the operation and utilization of family and unaccompanied personnel housing, housing referral services and participate in resolving a variety of common housing problems.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Maintaining office contracting and financial files for leases.
  • Advising occupants of their responsibilities and liability for damages incurred in the unit during occupancy.
  • Performing specialized administrative duties in support of housing policy development and/or technical activities of the housing program staff.
  • Conducting routine joint tenant-management inspections of government controlled quarters and participating in resolving a variety of common housing problems.
  • Maintaining automated systems of program specific data to track suspense on items such as project milestones, progress reports, compliance strategies and corrective actions.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

You qualify for the GS-07 grade level if you possess one of the following:

A. One year of specialized experience at the GS-05 grade level performing duties such as:

  • Renting or leasing properties
  • Managing housing support personnel
  • Processing housing applications
  • Conducting inspections of government quarters and grounds
  • Working within teams to accomplish set goals
  • Conducting surveys and gathering data
  • Coordinating, scheduling, and planning activities

OR

At least one of the following if using education to qualify at this grade level:

B. One (1) full year of graduate level education;

OR

C. Superior academic achievement;

In the upper one-third of my graduating class; OR a GPA of 3.0 or higher out of 4.0, as recorded on official transcript, or based on courses completed during final 2 years of curriculum; OR a GPA of 3.5 or higher out of 4.0, based on average of required courses completed in major or required courses in major completed during the final 2 years of curriculum.

OR

A combination of specialized experience equivalent to the GS-05 level in or related to the work of this position and some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resource Office.

This position does not have a positive education requirement.

  • Knowledge of the basic principles, techniques and methodology of standard housing management functions sufficient to monitor the assignment of occupants to available quarters, determine authorized allowances and issue non-availability certificates as required.
  • Knowledge of federal, state and local laws governing rental/leased housing laws  governing eligibility, occupancy, inspections, maintenance, discrimination and termination practices.
  • Knowledge of quality assurance and administration of Facility Support Contracts and skill in applying this knowledge while completing on-site inspections.
  • Skill in using the automated system to effectively key, update information and run reports.
  • Ability to communicate effectively orally and in writing.
