Summary

As Acquisition Management Division (AMD) Branch Chief, Public Buildings Service, you will direct, administer and supervise the procurement and contract administration programs for a wide variety of real property related services.

Location: 2300 Main Street, Kansas City, MO

AMD is responsible for innovative, timely and cost effective acquisition and business solutions for its customers.

As the Branch Chief, your primary responsibilities will include but are not limited to:

  • Directs the procurement of contracts for operations and maintenance services.  Ensures the legal sufficiency and contractual adequacy of acquisition documentation.
  • Responsible for building service type contracts in the Region with complete authority in determining the type of contract to be employed, providing guidance on special and unusual procurement matters.
  • As supervisor, collaborates with subordinates in developing performance plans, ensuring understanding of the objectives.
  • Leads organizational change by developing new insights and applying innovative solutions to make organizational improvements.
  • Assists in the development of national procurement initiatives and implementing at the regional level.

The GS-14 salary range starts at $108,904.00 per year.

You must meet the requirements in 1, 2, or 3 below:

  1. All of the following:

         (a) Completion of Training listed in Level I & II of FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification.

         (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and

         (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience analyzing business unit processes and applying procurement management standards and procedures to coordinate acquisition, administration and termination of regional service and constructions contracts.

  • Ability to direct a program that provides professional contracting services. Provision of contracting services ensures successful accomplishment of the activities of the Division, resulting in provision of support services for tenant agencies.

  • In-depth knowledge of the Federal Acquisition Regulations, the General Services Acquisition Manual, contract law, and agency and regional policies.

  • Ability to communicate effectively orally and in writing concerning complex contracts.

  • Ability to make decisions on work problems presented by subordinate personnel or contractors.

  • Ability to make selections for subordinate non-supervisory positions; hear and resolve serious employee complaints; make decisions on training needs and requests; determine whether contractor performed work meets standards of adequacy; approve expenses for within-grade increases, overtime and travel; recommends awards for non-supervisory personnel.

  • Ability to exercise significant responsibilities in dealing with officials of other organizations, agencies or private contractors.

  • Ability to advise management officials at the Service or higher level; directs a program with significant financial resource.
