Duties

  • At the full performance GS-11 you will be responsible for:
  • Develops unit prices for use in fair and reasonable contract estimates for all projects in the District.
  • Develops estimates by evaluation of plans, labor, indirect costs and material requirements.
  • Acts as advisor or consultant to higher graded engineers on construction, indexes, designs and negotiations.
  • Responsible for an accurate baseline cost estimate during the feasibility study.
  • Applies range and parametric estimating techniques and risk analysis models developed by Branch professional personnel to meet the new report requirements and assure that cost estimates are within approved targets of the 1986 Water Resource Law.
  • Prepares estimates and designs layouts of various types of structures and projects under consideration in the preliminary or survey report stage of development. (Designs and layouts of projects at this stage vary widely as to nature and cost).
  • Reviews contract change order proposals (to include value engineering change proposals).
  • Determines reasonableness of such along with need for audits and prepares District position for negotiations based upon the finding and comparison between the government estimate and the contractor?s proposal.
  • Prepares estimates of cost for engineering and design; supervision and administrative cost for proposed projects in the District.
  • Reviews project designs for biddability, constructibility, operability, environmental, and sustainability (BCOES) review considerations.

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes developing quantities, reviewing construction drawings and preparing parametric cost estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

Education: Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

Specialized Experience: One year of specialized experience which includes reviewing construction drawings, preparing parametric and detailed cost estimates and applying construction means and methods when developing government estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).


Specialized Experience: One year of specialized experience which includes assisting senior estimator on preparing government estimates for a variety of planning, design and construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Specialized Experience: One year of specialized experience which includes technical work such as applying advanced methods and technical engineering techniques to develop estimates based on detailed drawings and specifications for civil works projects.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Specialized Experience: One year of specialized experience which which includes preparing preliminary estimates on unit prices for a wide variety of projects including breakwater structures, storm water flow control structures (locks, dams, gates, channels, etc.), highway and utility construction, environmental restoration, building renovation, preparing cost estimates of various types of structures utilizing RS Means data and computer aided estimating software; review cost estimates prepared by Architect-Engineer firms. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Specialized Experience: One year of specialized experience which includes effectively utilizing RS Means data and Computer aid Cost Estimating software independently, reviewing costs estimates prepared by Architect-Engineer firms and preparing detailed responses to provide feedback, completing preliminary estimates on a wide variety of projects, developing Estimate quantities, performing work independently, and reviewing construction documents and providing feedback to designers on Constructability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
