Summary

The Deputy Assistant Secretary reports to the Principal Deputy Assistant Secretary(PDAS)for Information and Technology/Chief Information Officer in the Office of Information and Technology (OIT). The Deputy Assistant Secretary for Development, Security and Operations (DevSecOps) will direct all aspects of the Enterprise Program Management Office (EPMO) and Information Technology Operations and Services (ITOPS) functional areas.

Duties

The Deputy Assistant Secretary (DAS) for Development, Security and Operations (DevSecOps) advises and assists the VA Assistant Secretary for Information and Technology (IT/Chief Information Officer (CIO), and the VA Principal Deputy Assistant Secretary for IT/Deputy CIO on matters relating to department-wide major initiatives.

The principle responsibilities include achieving IT architectural alignment, embedding information security into VA IT development and operation activities, establishing governance, and supporting business and technology projects via the program management office function. This will be achieved by deploying operational standards, methodologies and business processes to ensure continuity of operations throughout the Veterans Affairs IT community. DevSecOps, Agile, SAFE, Service Management, and Product Line Management (PLM) principles will be used a the primary mechanisms to support development and operations. Additional responsibilities include, but are not limited to:

-The DAS DevSecOps is responsible for all program/project management, software development, development and operations information security, and monitoring of key information

-The DAS DevSecOps will develop, plan, and execute strategic initiatives to ensure successful execution of the OIT mission and VA objectives.

-The incumbent will be responsible for overseeing the ITOPS division. ITOPS delivers enterprise-wide IT infrastructure engineering and operations services effectively, efficiently and securely to enhance the customer experience and enable VA to optimize service delivery to America's 20M Veterans. ITOPS is made up of five divisions - End User Operations (EUO),Enterprise Command Operations (ECO), Infrastructure Operations (IO), Service Management and Planning (SMP), and Solution Delivery (SD) consisting of more than 6,000 people. This position is responsible for 24/7/365 day-to-day onsite support to IT customers at every VA point
of presence and business unit for approximately 500K employees

-The incumbent assures consistent application of OIT core business processes, attainment of organizational performance objectives, analytical integrity and timeliness of critical products and services provided to the Department, and the allocation and balancing of resource and manpower execution across all subordinate organizations.

-The incumbent will serve as the control point for major initiatives and ongoing projects within the portfolios to institutionalize new capabilities that drive improved outcomes. On matters concerning the IT operations and engineering resources across the Department, the DAS DevSecOps will supervise the policy, budget formulation, planning, acquisition, execution and oversight.

-The DAS DevSecOps is responsible for broad policy, program and administrative guidance and makes independent agency-level decisions consistent with the strategic goals of OIT and VA.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: Demonstrated experience achieving IT architectural alignment, establishing governance and supporting business and technology projects via the program management office function. Proven skill in deploying operational standards and methodologies while increasing enterprise development capacity in a large, complex environment of over 50+ geographically dispersed staff that includes legacy application cloud migration, multiple types of services and inter-agency projects that focus on shared services.

TQ2: Demonstrated experience in the leadership of optimizing end-to-end supplier management strategy, processing and designing metrics of the delivered products and achieving service quality. Management of information resources by implementing shared services, innovative approaches, and communicating principles of effective systems development.
