Implements and provides authoritative technical advice and expert technical guidance on the development and maintenance of information systems on a broad, complex spectrum with government-wide impact.
Provides direct analysis and recommendations associated with the improvement, modernization and/or migration of applications to new environments, including cloud services.
Works with a variety of existing applications, platforms and developer teams to modernize and/or migrate government-wide systems to improve service delivery and enhance IT security. Performs technical planning, system integration, verification, and validation, evaluates alternatives including risk, cost, supportability, and analysis of entire systems.
Provides direct analysis and recommendations associated with the improvement, modernization and/or migration of applications to new environments, including cloud services.
Provides higher level stakeholders and partners with expert technical knowledge and recommendations needed to make decisions surrounding complex information technology issues and initiatives, and leads the implementation of those decisions at a technical and project management level.
Provides high-level technical advice to customers, identifies and specifies customer information technology (IT) requirements, performs analyses to define opportunities for new or improved business process solutions, solves the most difficult technical problems, and develops cost estimates for new or modified systems.
Oversees the design, documentation, development, testing, implementation, modification and support of new or existing technologies across portfolios. Identifies and evaluates new applications software technologies and ensures the rigorous application of federal IT policies and best practices to the systems analysis process.

The GS14 salary range starts at $121,316.00 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
SPECIALIZED EXPERIENCE:
In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience leading the design, implementation, and maintenance of complex IT systems. Experience must include evaluating, planning, designing, implementing and merging new and improved IT solutions; and recommending and analyzing IT environments, application programming interfaces, IT solution architectures and open source and other technologies to provide technical recommendations for service, performance, security and overall technical improvements.
