As the Grants Management Specialist, you will perform the following duties:  

  • Serves as Senior Agreement Specialist responsible for pre-award and post-award functions involving specialized agreements of significant importance to the National Science Foundation (NSF).
  • Serves as senior grants advisor and technical expert to Program Officers and the Large Facilities Office (LFO) in award planning.
  • Advises and assists NSF Program Officers in selecting the most effective methods of generating proposals and methods, techniques and instruments for implementing widely differing types of proposed projects and related activities, including, but not limited to cooperative agreements, grants, interagency agreements, and Memoranda of Understanding.
  • Works closely with the Mid-Scale Portfolio Liaison in LFO and Grants and Agreements Officers in Cooperative Support Branch (CSB) to identify appropriate oversight of the mid-scale research infrastructure portfolio in alignment with Section 5.0 of the Major Facilities Guide (MFG).
  • Performs complex grants management responsibilities which include: awarding and administering grants, cooperative agreements, or other related instruments; designing, developing, implementing, and interpreting grants/assistance management policies, procedures, and practices; providing training, technical assistance, oversight, ethics advice, expertise, and consultation to Program Officers and LFO, review panels, applicants, recipients (awardee), and subrecipients (sub-awardee) as needed.
  • Provides authoritative advice and assistance to program management in formulating, drafting, reviewing, and finalizing program solicitations, announcements, brochures, and other proposal generating mechanisms for mid-scale research infrastructure programs, and corresponds with management plans.
  • Provides authoritative advice and assistance is given in the following disciplines: (i) development of program goals and objectives, and their linkage to information necessary to evaluate proposals and the corresponding evaluation factors; (ii) application of NSF's award, finance and budget policy; and (iii) application of NSF oversight programs in research infrastructure and other disciplines.
  • Serves as the chief negotiator, the employee establishes the agency's negotiation strategy, drafts complex award instruments, conducts negotiations with the recommended awardee, and finalizes and awards agreements.
  • Develops analyses of business and management aspects of the award evaluation and selection process.
  • Manages the review of the business aspects of mid-scale research infrastructure activities to ensure that administrative, financial and management concerns are addressed.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in Federal service. Examples of specialized experience include: providing research administration and business assistance to a variety of awardees; determining financial conditions and adequacy of accounting systems of organizations recommended for funding; assisting awardees in implementing adequate financial, accounting, and compliance systems for the Federal awards; and reviewing, analyzing, and resolving audit findings.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
