Summary

This position is located in Network Services, Office of IT Services Management (ITSM), Center for Information Technology (CIT). The Network Services mission is to provide leadership for the determination of the NIH data network and telecommunications needs at all levels and to oversee the development of appropriate IT infrastructure support and security.This includes NIH's 100 gigabit network backbone, wireless services to 20,000 + plus people on a daily basis and remote access services.

Duties

Help
  • Serves as the Chief of Network Services, and is responsible for providing management, leadership, direction, coordination and day-to-day guidance for the Network Services Team.
  • Provide integrated planning, management, and strategy across all network services, including wireless. cellular, security functions, remote access and VPN.
  • Advises Director, Deputy Director and senior staff on all aspects of the Center's services.
  • Ensures secure and reliable operational availability of all IT infrastructure and related services 24 hours a day.
  • Manages continuity of operations during emergencies.
  • Manages the planning, execution, operation and assessment of the Center for Information Technology (CIT) Information Technology services.

Qualifications

You must demonstrate in your resume at least one (1) year of qualifying IT related experience demonstrated by paid or unpaid experience, obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess each of the following four competencies:
1. Attention to Detail - is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

I have at least one (1) year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: 1.) Planning, directing, and overseeing network services programs and activities for a large distributed organization (i.e. 20,000+ customers); 2.) Strategic planning for and assessment of complex, state of the art network infrastructures supporting a scientific research community (i.e., 100 gigabit network backbone, local area networks, wireless services, cellular services, firewall services, etc.); AND 3.) Developing policies and procedures to ensure the reliability and security of network systems and data.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
