This Defense Intelligence Senior Level (DISL) position serves as the Director, Office of Congressional & Public Affairs, Business Plans and Operations Directorate, National Reconnaissance Office (NRO). This position is located in the Business Plans and Operations (BPO) Directorate of the NRO and reports to the Director, BPO.
The BPO Directorate serves as advisor and counselor to the Director, NRO (DNRO), the Principal Deputy Director of the NRO (PDDNRO), the Deputy Director of the NRO (DDNRO), and the NRO Directorates and Offices in all financial management-related matters. BPO is responsible for the development, justification, and execution of the NRO's resources which enables the NRO's mission to provide innovative overhead intelligence in support of national security. BPO also creates, implements. and manages sound financial policies, disciplined Congressional liaison, effective strategic communications, and historical research and artifact retention.
The position responsibilities focus on executive leadership, management, and oversight responsibilities for NRO Congressional and Public Affairs staff at the NRO. The incumbent is responsible for two primary functions on behalf of the Director of BPO (D/BPO): 1) to orchestrate the relationships and to promote the NRO programs with Congress; and 2) to represent and communicate the NRO's public persona. In many instances, this position directly serves the Director of the NRO, and the Top 3 leadership of the NRO in their interfaces with Congressional members and committees as well as their engagements with the public and industry.
The Director, Office of Congressional and Public Affairs (D/OCPA), in addition to supporting the Director and Deputy Director of BPO, often provides direct support and advice to the DNRO, PDDNRO and DDNRO in the development and execution of legislative strategy, corporate communications and public affairs. The Director leads, manages, and works closely with a team of government civilians, detailees, active duty military, Director, BPO Office of Congressional and Public and contractors focused on the three primary business areas of OCPA - Legislative Liaison, Corporate Communications, and Public Affairs. However it is not unusual for the OCPA to receive short-notice tasking to support the NRO Front Office and/or to provide information, briefings, or to otherwise coordinate high-level interactions with the Executive Branch. Therefore the Director will have to be flexible, able to deliver against short deadlines, and be an effective manager of team efforts.
This is an executive management position with direct management and supervisory responsibilities over two organizations performing legislative liaison functions and public affairs endeavors at the National Reconnaissance Office (NRO). Responsibilities include leading and managing staff to develop and implement strategic, tactical, and operational solutions in dealing with Congressional committees and staff. Additionally, this position establishes goals and monitors performance and accomplishment of organizational responsibilities aligned with NRO strategic objectives. In many instances, this position also represents NRO leadership and positions to Congressional staff and other Executive Branch organizations. The impacts of decisions and recommendations made by this position directly and immediately impact the success of NRO strategic goals and objectives. The position leads and mentors a staff that serves as the interface between their respective organization's employees and offices and members of Congress and their staffs. These staff are responsible for receiving, assessing, and tasking requests for information on organization activities from Congressional staffers on behalf of members and Committees. The position provides leadership, oversight, guidance, and mentorship to high performing staff responsible for operating under the pressure of tight deadlines, and are many times required to respond quickly to unexpected issues that arise, especially during briefings and other interactions with members and/or staff.

Qualifications
Minimum Qualifications Required:
Prior Congressional experience by having worked in the Legislative Branch/Congress, or in a congressional/legislative affairs office in the Intelligence Community or elsewhere in the Executive Branch;
Sound understanding of the role of Congress and the Congressional oversight function;
Be adept at forming and strengthening working relationships with Congressional oversight staffs, at times in stressful and contentious circumstances;
The ability to think and act strategically;
A demonstrated track record in successfully leading complex organizations and missions
Prior experience leading and managing a diverse work force, including a track record of building an expert and motivated workforce
Strong executive presenter and excellent oral and written communications skills
Proven ability to effectively interact with senior executive officials
Ability to maintain perspective and a sense of humor when dealing with demanding and unyielding people
Proven ability to coordinate, network, and communicate across the IC and US Government agencies
Excellent oral and written communication skills, including the ability to clearly convey complex information to audiences of all levels; and
Knowledge and familiarity of the IC missions, disciplines and functions, to include protecting classified information in a public affairs environment, a thorough understanding of NRO's unique needs and policies and procedures.

Have sufficient knowledge of NRO programs and budget processes, to proactively develop messages that support NRO programs and budgets;
Understanding of the NRO mission and the role of the NRO in the Intelligence Community; and
Joint duty assignment experience and demonstrate understanding of other IC agency missions and how they inter-relate to the NRO mission.
Current DISES/DISLS will only have to meet the Technical Qualifications.

Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET security clearance with access to Sensitive Compartmented Information.

Joint Duty Credit: All Intelligence executive level positions require Joint Duty credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for almost any rotational assignment to another Intelligence Community (IC) component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) as long as the assignment was at the Band 3 (GS 11 to GS 13) level or above and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty Credit. Note: Employees without Joint Duty credit may apply for the position and can be considered. If selected a waiver would be required prior to final appointment. IC seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver. -In accordance with the provisions of ICD 601, joint duty assignments will be a prerequisite for promotion to senior civilian rank.
