Position Description/PD#: Employee Development Specialist (Training Specialist)/ 6557-A

The primary duties of this position include, but are not limited to: managing several employee development curricula; teaching in one or more of these curricula; overall program management of various employee development programs and all associated performance measures; ensuring that educational programs are designed to fit the employee needs. The major duties and responsibilities include, but are not limited to:

  • Responsible for the design, development, and management of major health care system-wide development programs and curricula (e.g., New Employee Orientation (NEO),Emerging Leaders Development Program (ELDP)).
  • provides guidance and assistance to faculty on local strategic priorities and national VA requirements for program content, including technical assistance in revising existing course content and designing new content in order to comply with any applicable directives, policies, new mandates, etc
  • Responsible for compliance, reporting, and planning specific to any related performance monitors or measures.
  • Participates in Service Improvement Model (SIM) activities and integrates these continuous improvement (i.e., Lean) principles into education curricula, while utilizing adult learning principles in preparing and implementing education programs.

Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending, and lifting of equipment weighing less than 40 pounds. No special physical demands are required to perform the work.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2020.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirement:

Degree: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR
Experience: Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled.

In addition to meeting the basic requirement above, the applicant must also possess:

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Knowledge of VA Employee Education System (EES) national policies and directives that impact the incumbent's educational programming planning and delivery duties, including evolving VA national curriculum requirements.
  • Knowledge of technology-based learning modalities and methods of delivery in order to enhance and expand opportunities for learning that transcend traditional methods.
  • Plan, coordinate, and deliver employee education programs by either internal or external means.
  • Research and identify new sources of education and training to meet current, short-term, and long-term needs of VAPAHCS staff.
OR

Education:
Applicants may substitute education for the experience required for the GS-11 level. For education to qualify, applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a major field of study which provided the knowledge, skills, and abilities necessary to perform the duties of the position.

Combining Education and Experience: To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 18 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
