  • Leads the integration of public engagement, outreach, protocol, special event, employee engagement, digital media services, and executive communication to ensure a cohesive and comprehensive localized plan that serves the agency enterprise.
  • Responsible for development of strategies, operational plans, resource budgets, and staffing plans to meet agency policy guidance, functional requirements, communications priorities, schedules, and resource constraints.
  • Serves as an organizational leader for supervisory, coaching, mentoring, training, and career development of all communications team members. The CCM also manages performance-based contracts to augment the NASA civil service workforce.
  • Responsible for continuous learning and improvement to incorporate innovations in communications strategies, techniques, and tools.
  • The CCM advises the AA, Center Director, and other senior leaders on messages, priorities, and approaches.
  • Develops and maintains productive working relationships with local, regional, and national news media, community organizations, and other strategic partners to maximize public reach, engagement, and impact of NASA communications.
  • The incumbent must also work across geographic boundaries to incorporate or support capabilities and functions from other NASA centers when necessary and report on resources, staffing, and functional metrics to NASA leadership.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade (GS), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-15:

Experience in communications strategies, approaches, and tools, including relevant digital media tools, news media, media relations, public outreach, speech writing, exhibit, and other approaches necessary to reach large and diverse audiences.

General leadership experience in leading and working with large, cross-functional, and geographically-dispersed teams that include a diverse set of backgrounds, experience levels, and knowledge.

Knowledge of news media markets and functions.

Demonstrated ability to cultivate strong and productive working relationships and partnerships.

Experience developing and managing resource budgets.

Experience managing large strategic events and/or other communications initiatives that involve news media, senior leaders, elected officials, and other stakeholders.
