Summary

This position is part of the US Trade and Development Agency. The incumbent will be responsible for post-award monitoring, compliance and close-out (completion) of USTDA's programs, recommending corrective actions and providing guidance to the M&E Office Director and Agency staff concerning the delivery of the Agency's grant programs. The incumbent conducts broad and complex reviews of grants, associated deliverables and reporting requirements.

Duties

Help

  • Conducts post-award monitoring, compliance and close-out of USTDA's programs. Recommends corrective actions and provides guidance to Agency staff concerning the delivery of grant programs.
  • Administers thorough, close-out stage reviews of deliverables and documentation, including all final reports, technical work product, and cost share certifications, to ensure that grant activities have met all technical and administrative terms of the grant agreement.
  • Supports the Agency's audit review of select grant programs and the Success Fee Program. Supports the development of monitoring and risk management strategies to ensure successful grant administration and program delivery.
  • Provides oversight of monitoring efforts by regional staff and provides recommendations for mitigations and/or corrective actions as needed.
  • Conducts rigorous analysis of USTDA programmatic performance and utilizing data and evidence to inform decision-making and strengthen the Agency's impact.

Qualifications

At the GS-11 level, you must meet one of the following qualifications:

A. One year of specialized experience equivalent to at least the GS-9 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to:

  • conducting contract and/or grant administration and compliance;
  • supporting the development of monitoring and risk management strategies to ensure successful program delivery;
  • participating in grant or contract termination and de-obligation of funding;
  • monitoring of programs and projects;
  • review audit reports or otherwise assist senior analysts/staff in audit processes and close-out matters;
  • provide input to supervisor and senior analysts/staff on matters related to program monitoring and compliance.
OR

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following fields; marketing, business administration, political science, public administration, history, business or commercial law, economics, finance, international trade, international relations, or a closely related field.

OR

C. A combination of education and experience as list above.

At the GS-12level, you must meet ALL the qualifications for the lower level, PLUS the following qualification:

One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to:
  • participating in dispute resolution during the close-out and audit phases of grants or contracts administration;
  • managing audits, including analyzing and commenting on draft and final audit reports; and
  • managing grant or contract termination and de-obligation of funding.

Demonstrated experience conducting closeout-stage compliance reviews of technical documentation/reports against administrative requirements and negotiated agreements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
