Summary
The Department of Justice (DOJ) Office of the Inspector General (OIG) is seeking a highly motivated individual to serve as a member of its senior staff as the Chief Enterprise Architect located in the Information Technology Division (ITD). The incumbent serves as a visionary leader for innovation and plays a key role in establishing the ITD's technical vision and leads all aspects of technology development.
The key responsibility of the CEA is to plan, communicate, implement and manage the IT Enterprise Architecture program functions, including the day-to-day operations. The incumbent contributes substantially to the OIG's mission success by working closely with management and staff to ensure the OIG Chief Information Officer's (CIO) business needs drive IT strategy, resources and investments.
The CEA serves as an authoritative technical advisor to the IG/DIG and senior leadership on the full range of IT Enterprise Architecture operational issues; development of integrated technologies, architectures and solutions; and leverages technology to increase productivity OIG-wide.
Advises the OIG CIO on IT matters of management, policy and review; implements the appropriate recommendations to the Enterprise Architecture Strategic Plan; leads and directs policy-making efforts which will have an impact OIG-wide.
Provides a comprehensive oversight of all OIG IT investments and ensures IT initiatives within the organization are focused on the objectives while ensuring OIG investments fully align with the enterprise architectural frameworks established for the Department of Justice (DOJ).
Oversees the development of innovative IT solutions within the OIG, providing cross-cutting direction to IT professionals within ITD, the Cyber Investigations Office and the Office of Data Analytics in the delivery of new capabilities which advance the IT mission support capabilities within the OIG.
Champions IT transformation throughout OIG by supporting the enterprise architecture and investigating the viability of new and emerging technologies and technical approaches and how OIG will use and deploy those technologies.
Serves as the primary liaison for DOJ OIG with other OIGs and industry with regard to government technology direction.

All applicants must have one (1) year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications that equipped the candidate with the scope and level of knowledge, skills and abilities to successfully perform the work. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. This level of responsibility is typically found at the GS-14/15 or equivalent level in the Federal government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively or a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Address each of the following MTQs separately. MTQ 1. Demonstrated experience leading the development of an organization's technical vision and leading all aspects of an organization's technology direction in compliance with all applicable federal laws, executive orders, and regulations.
MTQ 2. Demonstrated technical expertise and experience developing, planning, implementing, and monitoring a state-of-the-art technology architecture, service architecture, service catalog, and related policies for an organization.
MTQ 3. Demonstrated ability to communicate effectively and work constructively and collaboratively with other internal and external organizations and other professional disciplines to enhance the effectiveness of operations.
In addition to the above specialized experience, you must have IT-related experience demonstrating each of the four competencies listed:
