Summary

You will serve as a PACKAGING SPECIALIST in the NAVSUP WEAPON SYSTEMS SUPPORT.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Positions may be in any DAWIA Career Field at Level I, II, or III.
  • This position may be designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You may be subject to random testing.
  • You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Those selected for a supervisory position will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Position selected for may or may not be under a bargaining unit.
  • Warrant authority above the small purchase threshold may be required.

Qualifications

FOR THE GS-07: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience demonstrates the following: 1) Performing routine assignments under close supervision of the supervisor or Senior Packaging Specialist; 2) Utilizing familiar formats, methods, and procedures; and 3) Communicating clearly both orally and in writing.

FOR THE GS-09: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience demonstrates the following: 1) Working independently, but within the framework of established practices and prescribed procedures; 2) Performing more complicated assignments under close supervision of the supervisor or Senior Packaging Specialist; and 3) Reading and interpreting equipment drawings.

FOR THE GS-11: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience demonstrates the following: 1) Reviewing and modifying technical standards and publications; 2) Performing more complicated assignments under close supervision of the supervisor or Senior Packaging Specialist; 3) Preparing and updating departmental tracking documents; and 4) Using packaging and preservation methods and materials.

FOR THE GS-12: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience demonstrates the following: 1) Providing advice and guidance concerning equipment and systems; 2) Performing more complicated assignments under close supervision of the supervisor or Senior Packaging Specialist; 3) Communicating clearly both orally and in writing; and 4) Using packaging and preservation methods and materials.

FOR THE GS-13: Your resume must demonstrate one year specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience demonstrates the following: 1) Coordinating and monitoring the workload of team members; 2) Providing oversight for acquisitions in the form of development of packaging requirements, procedures and guidance; 3) Utilizing technical knowledge of physical, chemical and equipment operational requirements of each item and the application of engineering fundamentals (i.e. strength of materials, stress and strain analysis, etc.); and 4) Serving as the primary point of contact for development of ongoing policy guidance for storage matters.

Education

Applicants may substitute education for experience in the following situations:

FOR THE GS-07 (or equivalent pay band): Your resume must demonstrate that you have successfully completed one full year of graduate level education OR you have successfully completed a bachelor's degree with superior academic achievement.

FOR THE GS-09 (or equivalent pay band): Your resume must demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree LL.B. or J.D., if related.

FOR THE GS-11 (or equivalent pay band): Your resume must demonstrate that you have have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree or LL.M., if related

NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.
