PDS seeks a Chief Financial Officer to lead its 7-person finance team. The team supports the organization by working with the Office of Management and Budget, as well as the US Congress, to ensure that all financial information is accurate, documented, and reported. Using an Oracle-based financial and procurement system hosted by the Department of Interior's Interior Business Center, the CFO has wide authority for planning and executing all aspects of the budget and general financial management.

The Chief Financial Officer oversees PDS' annual budget of approximately $40 million, as well as all strategic and performance planning, budget formulation, budget execution, financial management, accounting, and acquisition services for the organization. The PDS Director delegates to the CFO broad authority for planning and executing all aspects of the budgetary, accounting, strategic planning, and acquisition functions. The CFO maintains responsibility for the administrative control of funds, enterprise risk management, and the fiscal integrity of all PDS financial records.
The CFO oversees the development, presentation, justification and execution of the PDS budget, working collaboratively with senior management, the Office of Management and Budget (OMB) and the Congress on budget issues. The CFO participates in Congressional, OMB, and external stakeholder hearings and meetings on budget matters. The CFO also establishes an effective internal control program for the prevention of fraud, waste and abuse and supports PDS' compliance with the Federal Manager's Financial Integrity Act and OMB Circular A-123, including providing authoritative interpretations of PDS policies and procedures governing its financial and acquisition operations.

The ideal Chief Financial Officer will have a successful track record of managing budgets and reporting for both federal and private entities, a thorough understanding of the annual Federal Budget Process, solid working knowledge of effective financial management and accounting principles including financial statement preparation and review and a track record of effectively leading staff to deliver results. The CFO must be able to understand the complex moving pieces within an organization and remain agile in their thinking and recommendations. The CFO who can do this work will have a detailed working knowledge of financial systems that will allow them to formulate strategy and connect it to day-to-day operational decision-making.
