Duties

Help
  • Manages budget development. Develops and justifies long- and short-range requirements and projections, based on analysis of past expenditures, new or revised program plans and relevant regulation and policy.
  • Advises on funding of proposed program changes or new initiatives; controls approved budget allocations, authorizes expenditures within established constraints, and advises on funding strategies and options.
  • Administers human capital processes. Develops and reviews justifications for Full-Time Equivalents (FTEs); advises on FTE requests; tracks and control allocations.
  • Ensures human capital resource requirements are integrated with budget planning and execution.
  • Reviews Requests for Personnel Action (RPA), award nominations, performance management documents and other human capital actions.
  • Prepares or oversees preparation of required supporting documentation and coordinates with the appropriate offices to ensure compliance with internal and external policies and procedures.
  • Plans, coordinates, and controls component requirements for travel, training, supplies, space, facilities management, telecommunications, computers, and other equipment and services.

  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a two-year probationary period.

Qualifications

For the GS-11 level: You must have 52 weeks of experience at the GS-9 grade level in managing or assisting in managing a component budget; managing or assisting in managing human capital requirements and processes, to include drafting or assisting in the drafting of awards and planning of personnel actions; managing or assisting in training, travel, equipment, and supply. You must have knowledge of DoD or OIG policies and programs and with OIG IT systems, to include MS Office, SharePoint, and preferably DefenseReady.

OR

Two full years of progressively higher level graduate education or master's in management or administration.

For the GS-12 level: You must have 52 weeks of experience at the GS-11 grade level in managing or assisting in managing a component budget; managing or assisting in managing human capital requirements and processes, to include drafting or assisting in the drafting of awards and planning of personnel actions; managing or assisting in training, travel, equipment, and supply. You must have knowledge of DoD or OIG policies and programs and with OIG IT systems, to include MS Office, SharePoint, and preferably DefenseReady. You must also have experience as primary agent, or directly supporting the primary agent in representing a component within the organization to obtain administrative support and resources.

For the GS-13 level: You must have 52 weeks of experience at the GS-12 grade level as primary agent or accountable officer in developing and managing a component budget; as the primary agent in developing and managing human capital requirements and processes, to include drafting awards and drafting and planning personnel actions; managing training, travel, equipment, and supply. Extensive knowledge of DoD or OIG policies and programs and with DoD or OIG IT systems, to include MS Office, SharePoint, and DefenseReady. You will also have extensive experience as primary agent representing a component within the organization to obtain administrative support and resources.

Education

GS-12 or GS-13: Education cannot be substituted for experience at this grade level.

PASS/FAIL COURSES: If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
