WHAT DOES A PUBLIC AFFAIRS SPECIALIST DO? As an IRS Public Affairs Specialist in Internal Revenue Service your oral and written communication skills are essential for sharing information internally within IRS, and externally through the media. You'll prepare communication plans to meet specific objectives, and then develop such information vehicles as news releases, fact sheets, brochures, graphic presentations, feature articles, exhibits, speeches and personal appearances. You will work with private contractors. You will work with stakeholders to develop and pitch key messages through internal presentations and external media calls.

WHAT IS THE COMMUNICATIONS & LIASION (C&L)DIVISION?  The Communications & Liaison (C&L) Division  works to support the IRS mission through information-sharing activities ranging from internal communications with IRS employees to external outreach and education with taxpayers, the tax professional community, partner groups, social and traditional media as well as Congress and state and local agencies.

As a Public Affairs Specialist you will:

  • Perform work involved in establishing and maintaining mutual communication between Federal agencies and the general public and various other pertinent publics including internal and external audiences.
  • You will be involved in identifying communication needs and developing informational materials that inform appropriate publics of the agency's policies, programs, services and activities; and planning, executing, and evaluating the effectiveness of information and communications programs

BILINGUAL POSITIONS ONLY: This is a bilingual position. Applicants will be required to demonstrate proficiency in Spanish.  You must be able to speak, read and write the selected language in order to be considered proficient in that language. You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

GS-12: You must have at least one year of specialized experience at the level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.  Specialized experience for this position includes: experience that  demonstrated knowledge of communication principles and skill in making oral presentations and conducting meetings to obtain customer input on program issues, and develop mutually agreed upon resolutions; Ability to apply a variety of approaches to  communication programs and of developing effective messaging; Knowledge of demonstrated problem-solving techniques and ability to make decisions; Skill in analyzing and developing recommendations from a wide array of conflicting and divergent information to assist program officials in achieving the information objectives of their programs.

GS-13: You must have at least one year of specialized experience at the level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.  Specialized experience for this position includes: experience that demonstrated mastery of communications methods and techniques to be able to function as the technical authority to plan, develop, coordinate and apply effective communication programs and enhance understanding; Skill in making oral presentation and conducting meetings to obtain customer input on program issues, and develop mutually agreed upon resolutions; Skill in development and dissemination of communication materials; Knowledge of applying a variety of approaches to help others in meet their business objectives through effective communication programs; Skill in developing and maintaining effective working relationships to enhance communication and dissemination of information and  in analyzing and developing recommendations from a wide array of conflicting and divergent information to assist program officials in achieving the information objectives of their programs.

- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • Tour of Duty:  Monday - Friday 8:00 a.m. - 4:30 p.m.

Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, (i.e., A = Superior, B = Highly Qualified, C= Qualified) depending on your responses to the online questions, regarding your experience, education, and training related to this position. Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application. Veterans' preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category.
