Supervisory Probationary Period: Applicants selected for this position may be required to serve a one year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

The incumbent serves as the Senior Director of the Digital Service at VA (DSVA) under the direction of the Executive Director of DSVA in the Enterprise Program Management Office (EPMO). The DSVA Senior Director serves as the Product Owner for systems within their DSVA portfolio and is responsible for developing high-level strategies to support development efforts to achieve Department of Veterans Affairs (VA) wide business objectives. The incumbent will supervise multiple teams with DSVA to deliver improved VA digital products and services.

Work Schedule: Monday - Friday, 8:00am - 4:30pm

Physical Requirements: The work is basically sedentary requiring no special physical abilities. Some work may require walking and standing in conjunction with travel to attend at meetings and conferences away from the work site. The incumbent may carry light items, such as papers, books, or small parts. No special physical demands are required to perform the work.

Major Duties:
· Acquires and manages the necessary resources, including leadership support, financial resources, and key security personnel, to support information technology (IT) security goals and objectives and reduce the over all organizational risk.
· Develops and maintains strategic plans.
· Acts as primary stakeholder in the underlying IT operational processes and functions that support the service, provide direction and monitors all significant activities so the service is delivered successfully.
· Advocates for adequate funding for cyber training resources, to include both internal and industry-provided courses, instructors, and related materials.
· Establishes, resources, implements and assesses cyber workforce management programs in accordance with organizational requirements.

The Selective Placement Factor for this position is: Experience performing at the senior level with the highest degree of knowledge and technical expertise of program management product development, and evaluation of processes, products, and policies from within and outside of government to champion the us of modem digital service delivery and management approaches such as human-centered design, DevOps, open source and agile development.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  3.   4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the experience requirement above, applicants must meet the specialized experience requirement listed below.

GS-15 grade level: One year of specialized experience (equivalent to the GS-14 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: directing, planning, managing, and evaluating assigned and matrixed staff to perform product development across the program portfolio. Resolves complex implementation issues with product managers, other management officials within the VA and other appropriate stakeholders. Develops work plans for the program activities and manages the overall work to enhance achievement of the goals and objectives. Serves as a digital services expert to maximize the impact of digital services to improve the overall information management systems of the VA. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

There is no educational substitution for the GS-15 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
