  • Duties listed are at the full performance level.
  • Directs management of genetic assets to enhance tree health and reproductive capabilities and to protect against fire, insect and disease outbreaks, animal damage and other risks.
  • Works closely with silviculture, botany, timber, fuels, fisheries/wildlife biologists, range, engineering, and other disciplines to accomplish Forest priorities in a manner compatible with forest health and restoration.
  • Collaborates with the regional geneticist and other area geneticists, silviculturists, botanists, forest health protection specialists, as well as staff at Dorena Genetic Resource Center, Bend Seed Extractory, and federal and private nurseries.
  • Serves as the principal authority on the subject of applied genetic resource management for the forests within the area of responsibility.
  • Collaborates with forest resource managers and specialists in determining which plant species and seed sources (including disease resistant western white pine and whitebark pine) are best suited for revegetation,.
  • Provides guidance on the best methods for collecting and propagating native species to ensure genetic diversity and adaptation and producing needed supplies of plant materials for current and future revegetation activities.
  • Plans and conducts genetic conservation actions and studies of threatened, endangered, and sensitive plant species in support of recovery efforts and protection of species whose persistence may be at risk on Forest Service lands.

Qualifications

Basic Requirement:
GS-0440:

Degree: genetics; or one of the basic biological sciences that included at least 9 semester hours in genetics.

Graduate Education: Genetics, or a curriculum or pattern of training that placed major emphasis on genetics. Graduate study in related fields such as agronomy, horticulture, animal, dairy, or poultry husbandry, entomology, microbiology, plant pathology, chemistry, molecular and cellular biology, and physiology that involved cross-training in genetics is qualifying, provided it placed sufficient emphasis on genetics.

Evaluation of Education: Most students in the field take graduate work because specific training in genetics may be limited at the undergraduate level. Under these circumstances, it may be necessary to evaluate undergraduate course work in genetics in one of two ways, as described below, to determine whether or not it is qualifying.

  1. Courses dealing with genetics, some phase of genetics, or specific techniques that are applied in genetics work are acceptable. This includes courses in genetics, plant or animal genetics, molecular and cellular biology, mathematics and statistics (as they apply to genetics), population dynamics, and certain techniques such as those dealing with irradiation.
  2. Course work consisting of an appropriate combination of basic courses in genetics and cytology or statistics are also acceptable.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the GS-9 level. Examples of specialized experience include meeting at least one of the following: Collected and propagated native species to ensure genetic diversity and adaptation, and produce needed supplies of plant materials for current and future reforestation and restoration activities; Experience in selection and production of disease resistant plant material for reforestation and restoration activities; Managed genetic assets (seed orchards, cutting orchards, breeding orchards, clone banks, provenance trials, progeny test sites, plus trees, etc.) to enhance tree health and reproductive capabilities and to protect against fire, insect and disease outbreaks, animal damage and other risks; Experience in planning and implementing forest management activities relating to silviculture, reforestation, or forest ecology. Experience in genetic conservation actions and monitoring or specialized studies of threatened, endangered, and sensitive plant species in support of recovery efforts and protection of at-risk species; Data analysis experience with Microsoft Access, Excel, PowerPoint, ArcGIS, R, and/or SAS.

For the GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-11 level. Examples of specialized experience include meeting at least two or more of the following: Collected and propagated native species to ensure genetic diversity and adaptation, and produce needed supplies of plant materials for current and future restoration activities; Experience in selection and production of disease resistant plant material for reforestation and restoration activities; Managed genetic assets (seed orchards, cutting orchards, breeding orchards, clone banks, provenance trials, progeny test sites, plus trees, etc.) to enhance tree health and reproductive capabilities and to protect against fire, insect and disease outbreaks, animal damage and other risks; Experience in planning and implementing forest management activities relating to silviculture, reforestation, or forest ecology; Experience in genetic conservation actions and monitoring or specialized studies of threatened, endangered, and sensitive plant species in support of recovery efforts and protection of at-risk species; Data analysis experience with Microsoft Access, Excel, PowerPoint, ArcGIS, R, and/or SAS; Experience in the design, collection, analysis, and interpretation of data from studies of native plant species (conifer, hardwood, shrubs, herbaceous and/or grass species) to address genetic issues and questions, or to determine which seed sources best meet various management objectives; Experience in seed orchard design, floral stimulation treatments to enhance seed and cone production, or advance generation breeding methods. Experience developing or utilizing climate smart restoration tools to obtain and deploy plant materials that will be optimal for future climates.
