Duties

Help

As a INTELLIGENCE OPERATIONS SPECIALIST (TSCM) you will be responsible for the following duties:

  • Serves as an Intelligence Operations Specialist providing expertise in technical surveillance countermeasure (TSCM) controls and verification.
  • Serves as staff advisor in areas of operation protective programs for DTRA operations, foreign arms control, counterintelligence, and technical countermeasures control; supports verification by inspectors; and supports associated verification technology, communications and intelligence activities, provides CI staff assistance and DTRA force protection support.
  • Represents the Office in interagency, and DoD TSCM working groups and meetings.
  • Performs Technical Surveillance Countermeasures activities as well as other Counterintelligence (CI) technical analysis requirements for DTRA leadership, Joint Directorates as well as for the Intelligence Community.
  • Coordinates, plans, and conducts TSCM activities to deter, detect, and neutralize technical threats against DTRA and DoD facilities.Coordinates all aspects of assigned TSCM investigations to include travel, equipment, logistics, internal and external agency coordination, and deconfliction.
  • Conducts briefings of TSCM investigation findings to on-site security managers.
  • Identifies potential technical threats and makes appropriate recommendations to mitigate hazards.
  • Produces a variety of written documents to include memoranda, equipment evaluations, and TSCM reports for agency customers, DTRA leadership, and the TSCM community.
  • Provides guidance and recommendations to DTRA community to deter potential technical threats to DTRA assets.

Qualifications

This position may be filled at either GG-12 or GG-13 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, and will typically be demonstrated by working at, or immediately below the level of the job being advertised, for a year or more. The previous work experience must clearly demonstrate the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this GG-13 position is:

  1. Experience with state-of-the art security equipment, procedures and technologies, including working knowledge of Technical Surveillance Countermeasures (TSCM) physical security, counterintelligence, and offensive technical operations doctrine and techniques in order to select equipment needed to support countermeasures activities.
  2. Experience with the Technical Surveillance Countermeasures (TSCM) inspection process and policy in order to participate on interagency working groups in order to deter, detect, and neutralize technical threats against DTRA and DoD facilities.
  3. Experience with digital search and seizure procedures for evidence custody processes.
  4. Experience with the ability to read, interpret, create electrical and electromechanical schematics and architectural drawings, including electrical /mechanical building systems drawings.

Specialized experience required for this GG-12 position is:
  1. Experience with the Technical Surveillance Countermeasures (TSCM) inspection process and policy in order to participate on interagency working groups in order to deter, detect, and neutralize technical threats against DTRA and DoD facilities.
  2. Experience with digital search and seizure procedures for evidence custody processes.
  3. Experience with the ability to read, interpret, create electrical and electromechanical schematics and architectural drawings, including electrical /mechanical building systems drawings.

Specifically you will be evaluated on the following competencies:

1. Conducting TSCM Activities
2. Understanding and Implementing ICD-705 SCIF construction standards
3. Regulatory Controls
4. Communication

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Must be able to obtain and maintain a TOP SECRET/SCI security clearance.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position.

Applicants selected from this announcement may be required to serve a two-year trial period.
