Summary

This position is located in the Agricultural Research Service (ARS), Facilities Engineering Unit (FEU), in Ames, IA.

The incumbent provides technical engineering support during planning and design stages. Duties

Help
  • Provide input for automated Heating Ventilating and Air Conditioning (HVAC) controls and automation process controls, electrical power and lighting systems, plumbing systems, and commissioning and re-commissioning, and performance documentation.
  • Work with various engineering and architectural methods, procedures and techniques related to facilities repair, maintenance and construction projects.
  • Design and draft plan of work, seeking technical assistance as needed to create best possible solution to various common and uncommon problems encountered.
  • During both the design and construction phase, serve as the focal point and provides support and expertise.
  • Write specifications for material and equipment used and construction work.
  • Make rough, though highly complex and detailed sketches of utility systems, lab equipment, structures, etc., suitable for use as planning, estimating, and scheduling data.
  • Review shop drawings and makes recommendations to CO regarding contractor?s pay requests.
  • Review contractor's cost proposals and makes recommendations regarding fair and reasonable costs.
  • Develop solutions and makes recommendations to the CO for project changes to accommodate unexpected problems and investigates, as required, to provide information to management, project designers, or CO regarding change.
  • Consult with Unit foremen, in-house craftsmen, lab staff, animal care staff, and other applicable employees to determine best method of accomplishing project needs as appropriate.
  • Plan, develop approaches, design or illustrate, and coordinate implementation of in-house and locally procured construction projects, including developing preliminary plans and construction budgets.
  • Maintain contact and reports as necessary with Contracting Officer (CO) regarding performance of contractors that may affect the contract performance, cost or time.
  • Will serve as the Contracting Officer's Representative (COR), Engineering Project Manager (EPM), Technical Inspector (TI), and/or Location Coordinator (LC) as appropriate for various construction and design projects on campus.
  • Will serve as technical support for utility plant operations, general site and building maintenance, and HVAC and mechanical controls and systems use in the campus facilities.

Qualifications

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for GS- 11 includes one year of specialized experience comparable to GS- 10 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing technical engineering support in the construction and maintenance of facilities; interpreting and reviewing facility designs and drawings; assisting with managing construction projects and cost estimates.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands
Less than one-third of the incumbent's time will be sedentary. Work requires the incumbent to conduct field inspections of contractor work inside and outside NCAH buildings and facilities which involves walking over uneven and rough surfaces, entering confined spaces, climbing ladders, stooping, bending, and crawling in buildings and machine rooms with both cold and hot environments.

Work Environment
Work involves exposure to a variety of building and utility systems in research and laboratory facilities including potential exposure to biological hazards, process piping, hazardous chemical fumes, electrical systems, construction machinery and sites, equipment noise and heights. Work may require wearing personal protective equipment such as protective clothing, boots, gloves, respirators, breathing devices, safety harnesses, and safety goggles.

Any offer made is considered a tentative job offer pending the outcome of the SAC. Retention in the position is contingent on a favorable SRA and full background investigation (MBI). The incumbent will be subject to periodic reinvestigations.
