Duties

The Program Manager serves as the Senior Technical Advisor and and SME for the Reimbursable Work Authorization Program (RWA). 

The major duties of the Program Manager, GS-0340-13, includes but are not limited to the following:

  • Directs the RWA Program and provides expert guidance, assistance and authoritative advice to the Regional Commissioner and PBS Division Directors.

  • Serves as regional point of contact for policy definition and interpretation; dissemination of Central Office regulations and information regarding the RWA program, agency policies and goals and; when needed, clarifies procedures; directives and other governing regulations.

  • Executes and improves RWA management and accountability controls that ensures PBS is capturing requirements, formalizing agreements, and billing customers for the cost of altering, renovating, repairing or providing services in space managed by GSA over and above the basic operations financed through rent.
  • Responsible for Information Technology (IT) resources necessary to support the RWA program.

  • Acts as regional Subject Matter Expert (SME) on business process and application of IT resources.

The GS-13 salary range starts at $99,170.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience includes oversight and management of projects, programs, or major segments of projects (including acquisition management, real estate acquisition management, or budget) for programmatic functions such as leasing, facility design, construction, repair and alterations, and/or allocation of assignment of space.

-Mastery knowledge of the Reimbursable Work Authorization Program to manage activities, make decisions, recommendations and interpret or develop important regional or national policies or programs.

-Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities within the regional or Central Office setting, to articulate positions/policy of vast technical complexityand to represent the agency on task forces.

-Skill in project management. Skill in managing multiple, complex projects concurrently.

-Comprehensive analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.

-Ability to prioritize efforts and organize resources within a team to achieve organizational objectives.
