Duties

Help

  • Works with the Division Director in managing the eCPIC, Folio, and Federal IT Dashboard programs, as well as providing SME support to the team as they assist OMB OFICO in the development of policy relating to Capital Planning and Investment Control (CPIC). 
  • Provides high level analysis and recommendations to the Division Director and/or the Deputy Associate Administrator on matters pertaining to policy development and implementation, program operations, contract development and management, procurement, business support systems and services and coordination.
  • Makes recommendations concerning major changes in policy, procedures, or other program matters, which will enhance the effective and economical operation of previously identified programs.
  • Technical expert and advocate in the areas of Capital Planning and Investment Control (CPIC), implementation of IT security guidance, and agile software development practices.
  • Conceives and recommends projects or studies to advance the start of the art.  Plans and conducts pioneering work in his/her area of expertise of outstanding scope, difficulty and complexity in unexplored or heretofore unpromising areas of investigation.

The GS-15 salary range starts at $142,701 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Specialized Experience is experience applying advanced leadership and management techniques to plan, execute and make final decisions related to organizational design, change, and development and a variety of projects; and making policy recommendations regarding administrative, cultural and programmatic issues.

  • Mastery knowledge of the principles and theories of advanced management techniques in order to apply new developments to a variety of management problems not susceptible to treatment by standard methods in order to make recommendations that ultimately impact all operations of the agency.
  • Comprehensive knowledge of eCPIC, agile software development, IT Security principles, and functional procurement experience to ensure those programs not only maintain their current success but also ensure they continue to have future success.
  • Knowledge using the eCPIC or Folio applications or equivalent to direct the proper execution of agile software development and related system life cycle processes and ability to apply innovative methods to issues not readily treated by conventional methods.
  • Knowledge of IT security principles sufficient to provide advice and guidance to management in implementing IT security policies and procedures.
  • Knowledge of agile software development and principles sufficient to take an idea and develop an initial design from which to receive customer feedback.
