Duties

Help

As a Fish and Wildlife Biologist, GS-0401-09/11, duties may include, but are not limited to, the following:

  • Utilize the concepts, principles, and practices of conservation biology and ecology and provide critical review of documents in order to provide a critical review of listing, delisting, downlisting, and special rule documents as well as petition and candidate assessment findings and determinations, as they relate to the threats facing species at risk and their habitats pursuant to the Endangered Species Act.
  • Analyze complex land and water development proposals to determine their effect on the distribution and abundance of living organisms (including threatened, endangered, and other at-risk species and other trust resources) and impacts to the habitat in an ecosystem
  • Develop mitigation plans for identified impacts in accordance with the FWCA, CWA, NEPA, MBTA, FLPMA, and numerous other federal laws, policies and administrative regulations.
  • Review or prepare biological portions of environment assessment/impact statements or resource planning reports to evaluate environmental consequences of proposed actions

Physical Demands: Work is sedentary and requires average agility and dexterity. Some field work will require periods of physical exertion, such as walking over wet, rough, uneven, or rocky surfaces; bending, crouching, stooping, stretching, reaching, or similar activities; occasionally carrying light items such as books, small instruments or samples, and other similar materials; or driving a motor vehicle.

Work Environment: The work requires both office and outdoor work. The office is adequately lighted, heated, and ventilated. Temperature and weather extremes may be encountered in the performance of the outdoor work but does not require any special safety precautions.

The employee is expected to conduct duties in a safe and orderly manner so as not to endanger self, fellow workers, or property with which entrusted.

Qualifications

Only experience and education obtained by February 12, 2020 will be considered.

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

  1. One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to Examples of qualifying specialized experience include: preparing and evaluating comprehensive biological reports, research papers and/or scientific literature; managing technical data, planning and conducting biological investigations to determine the impact of management actions on fish and/or wildlife resources; applying knowledge of Sections 4 and 7 of the Endangered Species Act; and meeting and dealing with diverse individuals and groups; OR
  2. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include biological sciences, agriculture, natural resource management, and chemistry; OR
  3. A combination of education and experience as listed above.

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
  1. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to Examples of qualifying specialized experience include: administration of the National Wildlife Refuge Improvement Act (NWRIA), the Endangered Species Act (ESA) and the National Environmental Policy Act (NEPA): federal project environmental compliance; working with oil and gas exploration and development methodologies, techniques, and operations in coastal environments; OR
  2. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include biological sciences, agriculture, natural resource management, and chemistry; OR
  3. A combination of education and experience as listed above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s) and grade point average or class ranking. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  4. Knowledge of the habitat and life history requirements of fish and wildlife species
  5. Skill and diplomacy in coordinating activities with other agencies and organizations
  6. Skill in evaluating and interpreting biological reports, research papers, environment assessment/impact statements (i.e., NEPA and ESA), and comprehensive resource planning reports .
  7. Skill in applying and adapting biological methods, procedures, and techniques
  8. Skill in verbal and written communications
