Duties

Help

The incumbent will conduct comprehensive chemical compatibility studies, evaluate chemical storage and exposure risks, conduct Occupational Safety and Health (OSH) inspections of workplaces and operations that are sometimes complex with high hazard or technically difficult; provide line managers, employees, and collateral duty safety personnel with assistance in hazard recognition, assessment, and abatement options consistent with agency requirements and industry standards; analyze diverse Occupational Safety, Health and Environment (OSHE) data for trends, identify gaps or needs, and develop strategies to address those identified gaps or needs; advise NIST leadership on opportunities to improve the OSHE Management System; and manage assigned OSHE programs.

Qualifications

Basic Requirements:

A. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

In addition to the above basic requirements: applicants must have one year (52 weeks) of the specialized experience at the GS-9 level (ZP-II at NIST). Specialized experience is defined as experience working with chemicals, chemical compatibility, reactions and health effects (acute and chronic). Experience with federal regulations, national/international consensus standards, concepts, principles, and practices related to occupational safety and health (OSH) as they apply to research activities, chemical management, and analysis; experience conducting comprehensive chemical compatibility studies, conducting OSH inspections of workplaces for compliance with established chemical hygiene, safety and occupational health policies and standards, identify potential hazards, and determine methods to control or eliminate hazards; ability to analyze OSH inspection data for trends, identify gaps or needs from this data, and develop strategies to address the identified gaps/needs.

3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

Education

Additional information

This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.

A one to three year probationary period may be required.

Satisfactory completion of pre-employment medical examination is required.
