Summary

As a Project Manager, you will responsible for overall project management of the most complex, large and politically sensitive prospectus design and construction projects assigned, including, but not limited to, design and construction of new buildings and complexes.

Location of Position: Region 7, Public Buildings Service, Design and Construction Division

  • Provides overall project management responsibility for prospectus projects, including business management of the complex projects from preliminary planning stages, through design, construction, equipment installation and commissioning stages. Responsible for planning, organizing, controlling coordinating, reviewing and approving design, construction and related work performed by contractors and other governmental organizations.
  • Participates with key agency personnel who are responsible for defining the goals of a project, preparing project management plans for accomplishing such goals. Maintains contact with local, state and Federal officials, congresspersons and the media in regard to project status.
  • Coordinates architectural and support cost estimates to achieve the goals of the project management plan. Prepares schedules for complete project, implementing a system for review, control and reporting on project status. Determines which phases of the project will be performed in-house or by contract.
  • Monitors project review, readjusting funds, schedules, and work for completing project. Resolves problems or conflicts impeding progress, assuring that contractor and agency staffs work effectively toward timely completion of project.
  • Negotiates contract specifications and design changes with organizational elements of Federal agencies and contractors. Participates in review of bids, contractor's negotiations and technical and business discussion with contractors. Monitors and assesses effectiveness of contractors in meeting contractual requirements, technical and administrative.

The GS-14 salary range starts at $107,807 (El Paso, McAllen, Little Rock, Shreveport, New Orleans, Oklahoma City, Tulsa), $108,486 (Albuquerque), $108,569 (San Antonio), $109,871 (Austin), $116,203 (Dallas/Fort Worth), $123,957 (Houston) per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.  Specialized experience is applying advanced concepts, practices, and methodologies of project management to service large, complex new construction, modernization and lease construction projects. Such experience must reflect experience performing planning, scheduling budgeting, estimating, cost analysis and control, tracking, reporting and forecasting for such projects.

Expert knowledge of GSA operations, mission, and project management activities. Knowledge sufficient to employ problem solving skills on unique project management issues, utilizing good business practices, applying innovative methods to issues not readily treated by conventional methods.
  • Ability to conduct formal and informal presentations to variety of groups regarding business and project management issues.
  • Written Communications - Ability to express succinct, organized ideas clearly and in proper grammatical form.
  • Ability to identify events and activities required to complete a major project and translate to a critical path method schedule, develop a comprehensive project management plan, and utilize risk analysis and contingency planning based on full-cost analysis.
  • Knowledge of and skill in applying concepts and procedures inherent in or associated with financial aspects of project management, and procurement methods to achieve project goals and objectives.
  • Oral Communications - Ability to effectively express ideas or facts in individual or group situations.
