Summary

As Program Analyst, you will be responsible for providing expert analysis on various subject matter, for initiating and/or leading projects and/or programs and the evaluation of regional programs/operations.

Location of Position: Public Buildings Service, 2300 Main Street, Kansas City, MO

The Office of the Chief of Staff manages programs, provides analytical and administrative support to Region 6.

We are currently filling one vacancy, however, additional vacancies may be filled as needed.

As Program Analyst, your duties will include:

  • Monitoring and evaluating assigned programs and initiatives.
  • Developing recommendations for activities, operating policies and/or procedures.
  • Planning and/or directing complex projects requiring evaluation and identification of a variety of operational problem, evaluating alternative solutions and recommending appropriate action.
  • Conducting complex analytical studies that are of special interest to specific functional activities or programs, and participating in unusual, controversial and sometimes highly sensitive aspects of the program.
  • Preparing and/or conducting briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation. 
  • Making recommendations for the development or modification of program objectives and resource utilization to achieve established goals, and to improve the performance of operating programs.

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-13 salary range starts at $92,159.00 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; conducting studies, analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of program analysis, management and evaluation methodologies, including the organizational theories and research principles.
  • Comprehensive analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  • Expert skill in Project Management.
  • Skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives.
