Duties

Help

  • Provides authoritative advice, guidance and direction for formulating, analyzing and identifying work procedures and related operational requirements for effectively and efficiently implementing short and long range program objectives within Office of Government wide Policy (OGP) affecting both staff performance and the performance of other OGP programs, projects or objectives.
  • Coordinates and collaborates with high level stakeholders internal and external to the organization and facilitates high level administrative functions. Determines the best approach or solution for resolving budget shortages; and plans for long range staffing needs, including such matters as whether to contract out work.

  • Oversees the development of authoritative papers and reports, reviews for technical feasibility and adherence with the program’s objectives, and ensures proper coordination of appropriate programs/offices and to avoid inconsistent statements of program objectives and priorities.
  • Supervises a high-level staff (ranging between 5-7 subordinates) and manages and oversees work. Determines goals and objectives that need additional emphasis; determines the best approach or solution for resolving budget shortages; and plans for long range staffing needs, including such matters as whether to contract out work.

  • Serve a one year supervisory or managerial probationary period, if required

The GS-15 salary range starts at $142,701 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 

Specialized service is experience providing advice and assistance to top officials on major management matters of a critical, controversial, and/or confidential nature. This experience should include reviewing programs and processes to determine whether changes in policies, procedures, or organizational structures are desirable and effective; and, collaborating with top officials to obtain agreement with proposed initiatives, policy changes and activities which are designed to improve the quality of programs and business portfolios.

  • Skill in applying principles and theories of advanced management techniques in order to apply new developments to a variety of management problems.
  • Ability to utilize interpersonal skills to develop cooperative relationships.

  • Skill in oral and written communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities, to articulate positions/policy of complexity and to represent the agency on task forces.

  • Ability to supervise.
