About the Position: Incumbent is warranted with unlimited signatory authority as defined in FAR 42.302 and DFARS 242.302. Responsible for contract administration of multiple contractors and/or contractors involved in the production of one or more major defense systems (MDSs) or major subsystem thereof, or an ACO who maintains cognizance over a series of complex contracts, grants and other transactions.Learn more about this agency
- Performs required contract administration functions, such as determining eligibility and verifying evidence of contractor's progress for approval of contract financing.
- Performs final closeout of assigned contracts; e.g., assures delivery, inspection and acceptance of contractual end items and that all administrative and reporting actions have been resolved before recommending final closeout of the contract.
- Negotiates various overhead rate agreements, forward pricing rate agreements, and advance agreements; resolves disagreements between auditor and contractor involving audit determined rates.
- Finalize closeout procedures relating to Final Overhead Rates through low risk memos, Audit Report Schedule I/Cost Allowable Cost Worksheets, negotiating Quick Closeout rates agreement and Final Voucher Reviews.
- Reviews, amends, and accepts/rejects the completed work of team members.

QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-12 Level, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-11. Specialized experience is defined as: application of negotiation and communication techniques to conduct or serve as project leader for post award negotiations, such as supplemental agreements, settlement actions, or advance agreements. Analyze cost and price analysis techniques to compare proposals against previous history, actual expenditures, and established rates to determine a negotiation position. Apply governing cost accounting standards and accounting practices to review and draw accurate conclusions on contract provisions. Determine the adequacy of contractor's accounting and management systems for approving payment requests and negotiating final overhead rates. Make final decisions on a variety of issues, such as cost and price allow ability, negotiation settlements, resolution of legal and technical problems and approving or disapproving expenditures.

Specialized experience is defined as: monitor and evaluate contractor performance by negotiating and executing contract changes, authorizing payments, and resolving post award issues. Utilize regulations, directives, and legal precedents to establish legal parameters for reaching settlement or unilateral decisions. Monitor price adjustments that may change accordance with the economic price adjustment clause/provisions. Administer efforts affecting the costs and profit of the contractor through price adjustments and negotiations.

BASIC EDUCATION REQUIREMENT:
