Duties

Help
  • Coordinate efforts to inform the public and employees of Forest Service programs and policies.
  • Inform the public, including other agencies, organizations, and individuals, of Forest Service activities and programs.
  • Organize and conduct public meetings, workshops, field trips, or other forums designed to foster public participation.
  • Anticipate the views of organized groups and advises as to how to present the Forest Service position on controversial issues.
  • Analyze or supervise the analysis and evaluation of public comments on Forest Service management issues.
  • Make recommendations to management on new methods or procedures that will better involve the public and help interested persons recognize that their comments are being used in the decision making process.
  • Write, edit, and prepare news releases and programs for press, radio, and television.
  • Establish and maintain contact with print and broadcast media on a regional and national level for issues which generate regional or national interest.
  • Maintain contacts with local congressional offices.
  • Keep employees informed about unit activities and programs, and ensures employees are involved appropriately in decision making activities.
  • Perform supervisory duties 20% or less of the time.

Qualifications

Basic Requirement:
GS-1035-11:
Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Examples of specialized experience are: You must meet 3 of the 5 following examples - Responding in oral and written form, to requests for information by determining the nature of the data required and collecting and assembling the material using the appropriate format and style based on needs and organization practices; assisting in evaluation and analysis of public comments on management issues; identifying areas to be addressed, characteristics and needs of the target audience, and communication techniques most appropriate; developing recommended approaches and drafting material for supervisor's approval; and developing and presenting informational audio-visual material using new technologies and social media.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.
