A SAFETY SPECIALIST, GS-0018-11, Develop and implement plans, policies and procedures to comply with DOD, DA, OSHA, NGB, and MNNG safety regulations and directives. Provides regulatory expertise to commanders, managers and supervisors for establishing techniques and procedures to mitigation risk and control unsafe acts and substandard conditions. Plans and conducts periodic and unscheduled surveys and inspections of all Camp Ripley Installation training support facilities including ammunition storage, warehouse, housing, and operational facilities, to determine compliance with OSHA and/or regulatory standards. Posts notices of unsafe or unhealthy working conditions in accordance with OSHA regulation. Assigns risk assessment codes, maintain the HAZLOG and tracks abatement plans and time frames for elimination of hazards. Observes work methods and recommends corrective measures to commanders, supervisors and managers to eliminate unsafe work practices. Serves as the primary technical safety representative at Installation Safety Councils and Committees. Conduct the Installation Safety Council biannually or more frequently as directed by the command and develop safety topics, review trends, safety TTPs, lessons learned and relevant information for the command and garrison operations. Evaluates the effectiveness of Camp Ripley Installation safety programs through site activity visits and spot checks. Makes assessments based on compliance with established DOD, DA, OSHA, NGB, and MNNG safety regulations and directives. Coordinates with Command, tenant and transient units to provide safety training, in order to increase safety awareness throughout CRTC. Plans, schedules, and conducts safety demonstrations, lectures, meetings and conferences. Supports commanders, supervisors and managers in preparing materials for safety meetings. Ensures preparation of graphs, charts, and other informational materials pertaining to accident trends and other aspects of the safety programs. Observe and coordinate with federal, state, municipal, and private industry in order to incorporate best practices and mitigate safety risks. Provides technical assistance in accident investigations. Participates in fatality investigations as a team member. Conducts comprehensive investigations in cases of fatal or multiple injury accidents to determine causes and procedures for eliminating a recurrence. Collects, reviews and ensures timely submission of all accident reports to the DA Safety Center and ARNG Safety Office. Maintain a copy of all submitted DA Form 285 Abbreviated Ground Accident Reports. Evaluates and analyzes all pertinent accident data to isolate significant facts and trends (seasonal accidents, location of hazards, extent of Injuries and property damage, etc.). Plans corrective actions and recommends specific measures to correct substandard acts and conditions. Applies state safety standards for local implementation, writes CRTC Installation regulations and prepares safety articles for installation publication. Prepares SOPs pertaining to safety in accordance with commander's guidance. Conducts preliminary reviews of engineering plans for alteration or construction of buildings, structures, maintenance areas, machines or roadways to ensure integration of accident prevention principles (proper lighting, machine guards, ventilation, positioning of ground support equipment, proper placement of safety signs, markings, etc.). Provides technical guidance and direction to personnel involved in hazardous operations. Observes work areas and practices where dangerous conditions or operations exist. Develops safety checklists and distributes such to assist activities in conducting internal safety reviews. Coordinates with and provides assistance in the DOD Explosive Safety Board inspections. Investigates MNNG employee OSHA/Safety complaints filed with the Labor Relations Specialist or other representatives. Classifies seriousness of complaint and documents the abatement process and tracks completion on HAZLOG.

Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.
Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.
Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.
