Help

The selectee serves as a maritime subject matter expert for all mariner credentialing examination requirements. The selectee supervises a team of subject matter experts in the analysis, development, maintenance, and production of all mariner knowledge examinations necessary to obtain and maintain a Merchant Mariner Credential.
 
Being a CG civilian makes you a value member of the CG team. Typical work assignments includes:      

• Providing leadership and direction for the Examination Branch and to other National Maritime Center staff as needed.

• Evaluating and overseeing all aspects of merchant mariner examination activities, to achieve the effective and economical operation of this vital mariner program.

• Planning, assigning, and reviewing work according to the capabilities and limitations of the staff.

• Providing authoritative and explicating replies to other government agencies and the general public on all matters concerning the regulations, policy and other guidelines related to the NMC's management of merchant mariner examination records.

• Reconciling contradictions, conflicts and inconsistencies in the handling and processing of merchant mariner examinations.

• Developing, analyzing, evaluating and improving the effectiveness of work methods and procedures, organizations, budget, manpower utilization, distribution of work assignments, and management controls pertaining to branch activities.


• Monitoring the effectiveness of applicable laws and regulations, and preparing recommendations for amendment, revision, or initiation based upon industry and Coast Guard needs.

• Developing program policy, providing innovative methods and new approaches, and is a subject matter expert for the agency.

• Implementing EEO policies and communicating support of theses EEO policies to subordinates.

Qualifications

AT GS-13 Level: Applicant must have one year specialized experience equivalent to the GS-12 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: mariner assessment development, delivery, and analytics, and leadership.


Selective placement factor(s) must be met in order to receive further consideration: Applicant must hold or have held a U.S. Merchant Mariner Credential in the grade of Master, Any Gross Tons or Chief Engineer of Unlimited Horsepower, including international Standards of Training Certification and Watchkeeping for Seafarers certification or equivalent military experience as Commanding Officer or Engineer Officer/Chief Engineer of vessels of more than 3,000 Gross Tons or 4000HP.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  5. Knowledge of government personnel management and budgeting processes.
  6. Ability to analyze situations and prepare solutions to problems.
