  • Responsible for oversight of the agency's news releases and other distribution of public information, including NASA intranet development for internal communications. Directs research into all the agency programs and controversial editorial issues.
  • Works jointly with other agencies and NASA centers on Top Secret issues.
  • Designs and oversees agency-wide policies, programs, and procedures governing information dissemination functions for significant and/or controversial agency decisions or actions.
  • Develops informational concepts or content designed to inform, educate, and persuade the general public, specialized groups, agency heads, and/or media representatives of the value of the agency's work.
  • Communicates with nationally or internationally known groups or individuals, such as prominent members of the news media, to explain, defend, or present agency position on important agency programs.
  • Serves an expert in state-of-the-art information technologies and newsroom computer systems, including digital and Internet-based technologies.
  • Applies new methods and approaches to conceive, plan, and evaluate agency-wide public affairs programs, campaigns, projects, studies, such as developing a unified public affairs strategy to enhance various aspects of the agency's mission.
  • Defines projects focus, feasibility, timing, technical approach, and management structure. Monitors activities and evaluates results. Recommends and formulates agency positions regarding difficult and complex public affairs problems and issues.
  • Provides advice and consultation, as a top technical expert and recognized authority in the field, on public affairs topics and the evaluation of public affairs programs.
  • Provides administrative direction to the public affairs specialists by making assignments in terms of the broadly defined mission or function of the organization's public affairs program.
  • Responsible for independently planning, designing, and carrying out public affairs programs, campaigns, projects, studies, or other major program functions, informing supervisor of progress as appropriate.
  • Ensures contractors comply with the defined Statement of Work or specifications included in the contracts. Assists the Contractor and the Contracting Officer in interpreting technical requirements of the contract scope of work or specifications.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience includes, but is not limited to, qualitative and quantitative analytical methods; written and oral communication principles, methods, practices, and techniques; interpersonal relations practices; planning, integrating, and evaluating a public affairs program; and advising other public affairs specialists and top managers and decision-makers on important national and international issues.
