This position is located in the Federal Deposit Insurance Corporation (FDIC), Office of Inspector General (OIG), Immediate Office of the Inspector General, Headquarters, Arlington, VA. 

The Deputy Inspector General works closely with the Inspector General to oversee day-to-day operations of the OIG and in this capacity is responsible for executive leadership, direction and management of the full range of OIG functions.

Duties

Help

  • Works closely with the Inspector General and other OIG executives to provide policy and strategic direction and oversight of assigned functions and activities. Guides and supervises assigned Assistant Inspector Generals by providing assignments, projects, or training opportunities; translating broad goals into objectives, plans, priorities, and work expectations; providing feedback; evaluating performance; following up to discuss performance; recommending and/or approving awards for those deserving recognition; approving leave, training, and developmental assignments; hearing and resolving complaints and other matters; and addressing performance and conduct problems. Identifies emerging issues and risk for operational and strategic purposes. Manages and allocates resources by working with the Inspector General and other executives to determine staffing requirements, assign special projects and manage work load, and approve budget submissions.
  • Participates in or oversees the OIG’s outreach and legislative program, to include participating in CIGIE activities, forums, and projects; performing outreach activities with the financial industry; and formulating legislative proposals and policies, preparing or reviewing legislative reports, and maintaining relationships and communicating with Congressional Members and their staffs. Recommends policies for, and coordinates or oversees, relationships between the OIG and other Federal agencies, State and local government agencies, and non-government entities regarding the promotion of economy and efficiency in the administration of, or the prevention and detection of fraud and abuse in, FDIC programs and operations; or the identification and prosecution of participants in such fraud or abuse.
  • Works closely with the Inspector General and other OIG executives to establish and communicate the OIG Guiding Principles, vision, values, strategic goals and objectives, and risk-based priorities of the OIG and inform fully and currently the Chairman and Congress of serious problems, abuses, and deficiencies relating to the administration of FDIC programs and operations.

Qualifications

Basic Qualification Requirements:

Active member of the bar.

Additional Requirement:  In addition to meeting the Basic Qualification Requirements, applicants must have specialized experience as defined below:

Applicants must possess at least one year of specialized experience equivalent in responsibility and scope to the grade 15 level or above in the Federal service. Specialized experience is overseeing or providing legal counsel for OIG or comparable audits, evaluations, investigations, management, information technology, or human resource operations and activities.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. FDIC Executive Managers (EM) are not the Senior Executive Service (SES). As an EM at the FDIC, you will provide executive leadership and managerial direction over substantive activities related to planning, developing, executing, and coordinating the Corporation's programs and policies.

  • Knowledge of and experience in applying Federal audit, investigation, and other applicable professional standards.
  • Ability to oversee the policies, strategies, and execution of OIG functions.
  • Knowledge of the FDI Act and general banking law, regulations and practice.
  • Ability to communicate effectively with senior government officials, members of Congress, senior business leaders, staff and others.
  • Ability to establish and lead outreach efforts and external affairs to include relevant industry, governmental, media, and IG organizations and officials and members of Congress and their staffs.
