Duties

Help

As a Executive Communications Specialist at the GS-0301-11/12/13 some of your typical work assignments may include:

  • Serves as an authority for executive correspondence providing oversight, guidance, and assistance for the development and release of executive correspondence.
  • Coordinates executive correspondence and serves as the staff point of contact for written and oral communications between the executive staff, subordinate organizations, staff principals, and the public.
  • Develops and enforces policy and procedures governing preparation, submission, and control of correspondence to the executive staff for information, signature, or approval.
  • Ensures that adequate internal controls such as proper standard operating procedures and administrative instructions are in place and enforced in order that the flow of information and correspondence to and from the executive staff is legally sufficient, timely, and accurate.
  • Controls the suspense system for all executive correspondence.
  • Provides agency staff with administrative guidance, protocols, and specialized requirements in preparing correspondence and actions for submission.
  • Assures information presented is complete, accurate, and up-to-date and that documents are suitable in terms of coverage, balance, method of expression, and presentation and adheres to document objectives. \
  • Works closely with authors during the revision process to achieve a substantial degree of balance between the often differing options of staff so that each viewpoint is presented fairly.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Providing oversight and guidance for the development and release of executive correspondence;
  • Developing and enforcing policy and procedures governing preparation, submission, and control of correspondence to the executive staff;
  • Recommending new policies or changes to policies;
  • Developing written materials to clarify issues on programs and functions.
You may qualify at the GS-12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Responding to management, military services, and the public on concepts, policies and practices;
  • Enforcing operating procedures and administrative instructions to ensure legal compliance;
  • Applying knowledge of writing techniques and specific government correspondence regulations and procedures to prepare written materials, establish requirements for policy development for written communication, and to review written work.
You may qualify at the GS-11, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
  • Responding to management, military services, and the public on concepts, policies and practices;
  • Providing assistance on the development and release of executive correspondence;
  • Applying knowledge of writing techniques and specific government correspondence regulations and procedures.
OR

B. Substitution of education: I possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related - only applicable to the GS-11 grade level

OR

C. Combination of education and experience: I have some specialized experience as described in C, but less than one year; and I have more than one year but less than two years of education as described in D. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) - only applicable to the GS-11 grade level

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education and/or combination of education and experience may only be used at the GS-11 grade level.

You must provide transcripts if substituting education for experience and/or combination of education and experience.
