Summary

The Bay Pines VA Healthcare System, Bay Pines, Florida, is seeking a candidate for the Transportation Assistant position assigned under Health Administration Service (HAS). As the Transportation Assistant, the incumbent is responsible for the daily operation of the Beneficiary Travel Program at the Bay Pines VA Healthcare System Veterans' Hospital for inpatient and outpatient transportation needs and support Community Based Outpatient Clinics and Outpatient Patient Centers.

Duties

Help

Duties include but are not limited to:

  • Acts as a liaison between physicians, patients, in-house motor vehicle operators and vendors for making/coordinating travel arrangements.
  • Utilizes sound judgment, applying interpretation of regulations to determine the most appropriate and cost-effective means of special transportation within the Bay Pines VAHCS area, as well as national and international.
  • Determines transportation needs for transfers to others states and from other countries.
  • Ensure that all transportation requests have appropriate medical and administrative documentation and authorization as required by VA directives and manuals and local policy.
  • Review Special Mode Transportation consults to determine patient eligibility.
  • Coordinates with a clinical provider to ensure that the means of transportation requested is medically necessary.
  • Responsible for addressing and closing out consults within a timely manner.
  • Coordinates all incoming transportation needs for active duty patients coming to this facility via military evacuation unit as well as requesting military evacuation on those patients who are being transferred out to another facility.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm; subject to irregular tour; weekends; and holidays.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience in accomplishing the daily operations of the Beneficiary Travel Program for impatient and outpatient transportation needs. Examples of specialized experience includes, but is not limited to: 1) Determining patient eligibility for transportation by coordinating with the clinical provider to ensure means of transportation requested is medically necessary; 2) Coordinating transportation arrangements to and from the hospital for patient transfers; 3) Coordinating all incoming transportation needs for active duty patients and requesting military evacuation for transferring military patients; 4) Preparing the daily special mode travel schedule for Motor Vehicle Operators; 5) Providing reports conducting presentations regarding the Beneficiary Travel Program; 6) Managing the patient fund system for the Beneficiary Travel Program OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess 4 years of education above high school OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school. Only education beyond high school in excess of the first 60 semester hours (beyond the second year of undergraduate school) is creditable toward meeting specialized experience when combining education and experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is mostly sedentary in nature. There is some standing, reaching and walking and carrying light loads of supplies. Eyestrain may be a problem since a great deal of time is spent inputting data into a computer. Stress may also be a big factor due to highly emotional patients and trying to arrange patient transport at a moment's notice.
