Duties

Help
  • The incumbent will act as a primary surveying resource for the New England District.
  • In this position, you may serve as a Surveying Technician Crew Chief in charge of a two or three person survey team with responsibility for directing and overseeing subordinate staff of technical personnel.
  • The incumbent will be in charge of planning systematic methods and procedures for accomplishment of planning and directing the execution of resultant field surveys.
  • The work performed is directed out of the district, on a TDY basis at various New England District locations, encompassing the New York to Canadian border including offshore islands throughout the region.
  • The position requires the incumbent to have a broad knowledge and experience of surveying principles and procedures associated with civil engineering.
  • Operate instruments and apply surveying techniques in topographic surveys in support of the planning, design, and construction of civil works projects.
  • Perform hydrographic surveys to determine the relief of the bottom of a body of water or channel, survey shorelines for purposes of protection or repair.
  • Establish horizontal and vertical control such as triangulation stations and benchmarks pertaining to topographic surveys.
  • Surveying tools such as; a total station, fathometer, multi-beam sonar, surveyors level, stadia rods and tapes, survey shorelines for measuring erosion, erecting or repairing breakwaters, jetties, and piers will be utilized to complete tasks.
  • Develop data for pre-dredge and after-dredge surveys, detailed engineering applications include quantities and cost estimates for construction contract control.
  • The incumbent will set up/adjust, program and operate a variety of sensitive automated survey equipment.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a valid state Driver's License within 30 days of appointment.
  • Must be licensed by U.S. Army Corps of Engineers to operate motorboats 26 feet or less within 12 months of employment.
  • A pre-employment physical is required for this position.
  • The Position may require weekend, evening, holiday and shift work.
  • Occasional over-time work may be required as needed.
  • Regular and recurring exposure to moderate risks and discomforts may be involved.
  • These exposures are things such as: dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery.
  • This position requires the incumbent to work outdoor conditions involving moderate exposure to rain and cold/hot weather.
  • The incumbent must wear protective clothing or equipment such as hard hats, rubber boots gloves, steel-toed shoes, goggles, earplugs, life-jacket or other Personal Flotation Devices (PFDs), etc.
  • The work requires recurring lifting or light to moderately heavy items weighing up to 30 pounds, such as testing or measuring equipment.

Experience Required:

GS-07
One year of specialized experience which includes meeting ANY of the following: 1) Conduct surveys in accordance with industry standards, principles, and/or procedures; 2) utilize survey equipment such as; Global Navigation Satellite System (GNSS) receivers and/or high resolution multi-beam echo sounders; or 3) establish horizontal and vertical control for survey operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field directly related to the work of the position, such as surveying, engineering, construction, or industrial technology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

GS-08
One year of specialized experience which includes meeting ANY of the following: 1) Utilize specialized hydrographic survey software, such as HYPACK, to acquire and/or process survey data; 2) serve as boat operator, overseeing survey vessel safety; or 3) compute dredge volume and area quantities in HYPACK, or similar, software. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: One and a half years of graduate level education in a field directly related to the work of the position, such as surveying, engineering, construction, or industrial technology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.

GS-09
One year of specialized experience which includes meeting ANY of the following: 1) Process survey data for completeness and/or accuracy, ensuring anomalies have been resolved, before final submission of data and field plots to office; 2) participate in developing scopes of work using the appropriate surveying techniques to ensure the most accurate and/or cost effective method is used; or 3) make adjustments to surveying techniques, methods, or procedures to obtain accurate survey data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08).
OR
Education: Two full years of graduate level education or a master's degree in Surveying, engineering, construction, industrial technology or related field of study. (NOTE: You must attach a copy of your transcripts for verification).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-10
One year of specialized experience which includes meeting ANY of the following: 1) Demonstrate initiative to manage and/or complete activities in a focused manner in order to achieve objectives; 2) lead others in team environment to successfully complete projects with minimal supervisor oversight; or 3) perform administrative duties such as; managing a government purchase card, maintaining property records, and/or documenting survey reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Successfully completed Two and a half years (i.e., 45 semester hours) of graduate level education in a field directly related to the work of the position, such as Surveying, engineering, construction, industrial technology. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 9. Add the two percentages
