Current permanent federal employees with competitive status, Land Management Workforce Flexibility Act, CTAP/RPL/ICTAP and VEOA eligibles, Farm Service Agency permanent county employees, 30 percent or More Disabled Veterans, Certain Former Overseas and Foreign Service Employees, Military Spouses, Interchange Agreement and Other Miscellaneous Authorities, People with Disabilities, Peace Corps and VISTA, Reinstatement, Public Land Corps, Resource Assistant Program, and VRA eligible candidates.
Prepare long and short-range plans based on rangeland resource needs/health/capability, available work force, equipment and budget, and public demands for rangeland resource uses.
Serve as principal contact and negotiator for the District on rangeland resources and activities.
Prepare and review ecological assessments for inclusion in the environmental documentation record as a basis for rangeland project decisions.
Prepare and review Environmental Analysis Reports and review applications for rangeland use permits or other rangeland use agreements.
Review rangeland conditions with rangeland users/permittees to identify and resolve rangeland management problems
Serve as principal contact and negotiator on rangeland resources and activities.

Positions may be filled as career ladders (GS-09/11), or may be filled at (GS-09) level only, or may be filled at the full performance (GS-11) level only, dependent upon the individual unit's needs.

Basic Requirement Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resource management, as follows:
Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.
Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.
Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.
-OR- Combination of education and experience: At least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education. Combined total must equal 100%.
In addition to meeting the Basic Requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirements
For the GS-09: You must have one year specialized experience equivalent to the Federal Service's GS-7 grade level. Examples of specialized experience: Assisted senior specialists in performing scientific and technical analysis and/or provided technical advice concerning rangeland management topics and/or issues; assisted in performing recurring, well-defined, and moderately difficult range improvement projects such as preparing allotment management plans; located, designed, and placed fences, signs, and cattle guards; determined stocking and rotation schemes and similar projects; and/or assisted in preparing segments of conventional range use plans under multiple-use sustained yield concepts or developed simple activity plans. -OR-
Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in the field of rangeland management or directly related field of study; -OR-
Have an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first year (18 semester hours/27 quarter hours) may be combined with experience. Combined total must equal 100%.
For the GS-11: You must have one year specialized experience equivalent to the Federal Service's GS-9 grade level. Examples of specialized experience: Analyzed environmental data and advised on conventional rangeland management issues and projects; exercised independent judgment to perform recurring, well-defined, and moderately difficult range improvement projects such as preparing segments of land use plans under multiple-use sustained yield concepts, designing and implementing plant community changes, developing and implementing prescribed burns, or other initiatives of comparable scope and complexity; and/or prepared segments of conventional rangeland use plans under multiple-use sustained yield concepts or assisted in the development of activity plans that included range and watershed improvement. -OR-
Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); -OR-
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
