Duties

Help

The Legislative and Policy Analyst is responsible for analyzing on a daily basis multiple time-sensitive requests for views on bills, regulations and policy statements from the Office of Legislative Affairs and Office of Legal Policy; evaluating responses from, and providing research support to, Division attorneys from all ten sections of the Civil Rights Division; and synthesizing responses into a written recommendation for consideration by Division management. Other duties include but are not limited to:

  • Determining the appropriate sources of information and techniques for analyzing a wide variety of civil rights data, programs, and activities;
  • Tracking legislation and proposed regulations using a variety of resources, and providing frequent updates to the Section;
  • Researching the impact of proposed laws, regulations, and policies influencing civil rights policies, programs, and activities;
  • Collecting and interpreting data on complex policies and programs across entities, both within the federal system and between federal and state systems;
  • Drafting responses to inquiries from Division staff regarding legislative or regulatory processes;
  • Monitoring the status of policy proposals, initiatives, and projects and updating Division staff as appropriate;
  • Researching substantive civil rights issues to assist Division staff in developing technical guidance, legislation, regulations, policy, testimony, and other related documents to advance the legislative and policy mission of the Division;
  • Representing the Section and/or Division in meetings;
  • Working with Division staff to facilitate, develop and execute Division-led conferences and meeting with external governmental and non-governmental agencies.

Qualifications

To qualify at the GS-12 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service or other pay system. Applicants must possess the following specialized experience in order to qualify for this position: (1) Reviewing and assisting with preparing legislative policy and regulatory proposals in a complex organization; (2) Assisting with data analysis related to civil rights legislation, programs and policies; AND (3) Drafting written summaries and analyses of civil rights laws and policies.

To qualify at the GS-13 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service or other pay system. Applicants must possess the following specialized experience in order to qualify for this position: (1) Developing legislative policy regulatory proposals that take account of the interests of the public sector in a complex organization; (2) Conducting in-depth analyses of civil rights programs, policies, and regulations; (3) Conducting research to provide written and oral analysis of civil rights laws and policies issues; AND (4) Generating recommendations and proposals based on data obtained.

Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
