Help

As the Chief Technology Innovation Officer, and recognized subject matter expert within the Information Technology Foresight and Innovation Program, Office of the Chief Information Officer (OCIO), you will provide technical advice regarding Research & Development (R&D) programs concerning integration of new tools and technologies into legacy servers used throughout the agencies enterprise, as well as identify deficiencies or efficiencies that impede growth and advancement in agency-wide IT systems and technologies. As the principal advisor, you will oversee large- scale research into efficient infrastructure modernization initiatives for new and evolving IT technologies. You will accomplish this by evaluating current, proposed, emerging, and future technology practices that can be implemented into agency IT operations.

In this role, you will serve as an agency authority in evaluating agency programs, projects, or strategic planning goals with respect to IT investments and determine their applicability to agency operations; validate or invalidate funding by identifying and articulating the successes or failures of specific programs stated goals or deliverables. You will evaluate the agency’s IT architectures; assess IT platforms and structures; and develop an implementation strategy that highlights "gaps" or "deficiencies" that prevents "scaling" and "enhancing" current systems and platforms with new technologies, micro-services, and tools.

Qualifications

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Specialized Experience: The applicant must have specialized experience that is equivalent to the GS-15 level grade level or above, which provide the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Experience is typically gained in or related to the work of the position as described in the Major Duties section listed above. Such experience may include:

  • Researching, developing, and coordinating plans for end-to-end system development and modernization.
  • Establishing and maintaining Standard of Operation and Procedures (SOP) for infrastructure life-cycle management that govern IT innovations; preparing background documentation, decision papers, staff summary sheets and appropriate briefings for senior management.
  • Preparing and reviewing comprehensive recommendations regarding the development and/or modification of program areas policies and procedures to enhance operational efficiency of IT programs.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

(2) MANDATORY TECHNICAL QUALIFICATIONS (TQs): Technical Qualifications (TQs) -- Mandatory -- Note: FAILURE TO ADDRESS THESE FACTORS WILL RESULT IN YOUR APPLICATION BEING DISQUALIFIED. A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

TQ-1: Expert knowledge of and technical expert in the area of information technology.

TQ-2: Demonstrated skill in analyzing and improving upon operational technology capabilities and maintaining organizational awareness of new technologies; identifying innovative strategies, business opportunities, and new capabilities and architectures with IT partners.

TQ-3: Demonstrated skill in the administration of complex research and program design involving hardware, software and established procedures that deliver operative value to an organization and IT enterprise.

Time-in-grade requirements do not apply to SL positions, so applicants do not need to have spent a certain period of time at the GS-15 or equivalent level.

Qualifications Must Be Met: The qualification requirements listed above must be met by the closing date of this announcement.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
